The Senior Citizens League is a proud affiliate of The Retired Enlisted Association. .This unexpected policy adjustment is largely attributable to the 6 billion in cuts to Medicare that Obamacare calls for. More than one-fifth of the cuts – approximately 6 billion – are to the Medicare Advantage program, which insures more than one-quarter of all seniors over the age of sixty-five.     This week, discussions to fund the federal government past September 30th – the end of the fiscal year – seemed to stall. Leaders in the House and Senate told reporters last week that they planned to take up a short-term continuing resolution (CR) by September 21st. However, this week, lawmakers on both sides of the aisle said many important details remain up in the air, and the timeline has shifted. .The proposed funding increase into Medicaid's Home and Community Based Services program has two goals: reducing waiting lists for support for older and disabled Americans who want to stay in their homes rather than go into assisted living facilities or other institutions, and raising pay for home health care's largely female, minority workforce. .New Legislation to Stop Looming Cuts to Medicare Urgently Needed … Continued

For decades, Medicare and Social Security have lifted millions of people out of poverty and provided seniors with affordable, high-quality healthcare and reliable financial support. In Congress, we have a responsibility to strengthen and modernize Medicare and Social Security for today's seniors and future generations. That's why, earlier this year, I worked with my colleagues on both sides of the aisle to oppose proposals by the Center for Medicare & Medicaid Services (CMS) to cut Medicare Advantage and limit access to prescription drugs. Thanks to these bipartisan efforts, CMS reconsidered these proposals. .Voting this way is a temporary answer to reduce health concerns raised by dozens of lawmakers. Several lawmakers have disease and dozens of others placed themselves in self-quarantine after exposure to someone who was infected. The sister of California Representative Maxine Waters (D-Calif.) died because of an infection. .Trump Issues Executive Order on Prescription Drugs .But when hold harmless is triggered more widely than usual, as we expect to be the case in 2021, there is no provision of law with which to finance the unpaid portion of Medicare Part B premium increases of the roughly 43 million who are protected by the provision. In the past, Congress has chosen to allow this cost burden to shift to the 30 percent of beneficiaries who are not held harmless. Because the cost is spread over far fewer people, instead of all beneficiaries, those who are not protected by hold harmless pay a far larger share of the costs, thus the huge Part B premium jumps. .The Social Security Administration also announced on Thursday that the Social Security payroll tax cap will rise from 8,400 in 2018 to 2,900 in 201Most American workers contribute 6.2 percent of every paycheck to the Social Security program, but high earners will stop contributing to the program once they reach 2,900 in income next year. That means the wealthiest American CEOs – many of whom are billionaires – will be finished paying into the Social Security program just a few hours or days into 2019. .Up to 85 percent of Social Security benefits can be subject to taxation if an individual has a combined income of ,000 and married couples filing jointly have a combined income of ,000. Had income thresholds been adjusted for inflation, they would be about ,902 for individuals and ,515 for joint filers in 2020.
