The Senior Citizens League Announces First `MVP` Award Winners For Legislative Actions

The three sponsors of Lump-sum Notch Reform legislation: Senator Harry Reid (D-NV), Representative Ralph Hall (D-TX), and Representative Robert Wexler (D-FL) received the first TSCL “MVP” Award for Legislative Excellence for the Year 1999. “The Notch Fairness Act” would offer those born from 1917 through 1926 or their surviving beneficiaries, the option of choosing Lump-Sum payments totaling $5,000 or improved monthly benefits over a four-year period. The major difference between the three bills is the way they would be financed. Senator Reid and Representative Wexler’s bills, S.390 and H.R. 568, would make the benefit payments from the budget surplus. Representative Hall’s bill, H.R. 148 would make the payments by cutting wasteful spending.
