Members on both sides of the aisle seemed eager to tackle corporate tax reform, but there was a clear divide on the panel when it came to the Social Security payroll tax holiday. Co-chair Patty Murray (WA) and Senate Minority Whip Jon Kyl (AZ) both seemed skeptical about President Obama's recent proposal to cut the payroll tax in half for both employees and employers next year. When asked whether short-term tax cuts typically succeed in stimulating the economy, Barthold responded "yes" without hesitation. Louise McIntosh Slaughter (NY-25) and Joyce Beatty (OH-3) – signed on to the Strengthening Social Security Act (H.R. 3118), bringing the total up fifty-four. If signed into law, the bill would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would adopt the Consumer Price Index for Elderly Consumers (CPI-E), resulting in more accurate cost-of-living adjustments (COLAs), and it would lift the cap on income subject to the payroll tax. TSCL enthusiastically supports H.R. 3118 since it would extend the solvency of the Social Security Trust Fund responsibly, without cutting benefits for seniors. Tom Harkin (IA) and Rep. Michael Honda (CA-17) – signed on to the Protecting and Preserving Social Security Act (S. 308 and H.R. 649), bringing the total up to two in the Senate and twenty-six in the House. If signed into law, the bill would base the annual cost-of-living adjustment (COLA) upon the spending patterns of seniors, and it would gradually eliminate the cap on income subject to the payroll tax. It would reportedly add fifty years to the solvency of the Trust Fund, while also making the COLA more fair and accurate. .A recent TSCL poll indicates that retirees are split between housing and healthcare costs as the hardest to cover. Forty percent of respondents said that housing, heat and utilities were hardest. Another 40% said healthcare and medications were hardest. Sixteen percent said nourishing food. Four percent said transportation was their most difficult cost.
