    Congress has until the end of this Friday to pass legislation to fund the federal government for the remainder of fiscal year 202Very few people think they'll get it done. .In February, after lawmakers allowed two government shutdowns to briefly take effect, Members of Congress finally passed the Bipartisan Budget Act of 201The massive budget deal set spending levels for two years and lifted the debt ceiling through March of next year. It came as a surprise to many in Washington – including The Senior Citizens League (TSCL) – and the agreement put an end to cycles of funding extensions that temporarily and irresponsibly funded the federal government for years. .Social Security runs two disability programs – each with separate sources of funding. SSDI provides income to under age 65 adults that is calculated from their own work covered by FICA taxes. Their benefits are paid from the SSDI Fund. The Supplemental Security Income program (SSI) also pays disability benefits, but it's for low-income people without enough of work history to qualify for SSDI. Benefits are funded through both federal (and some state) revenues, and it's means tested like welfare. … Continued

Like the 2100 Act, this bill would adopt the CPI-E and create a new minimum benefit to keep retirees out of poverty. The further we read into the Affordable Care Act, the more we learn it doesn't address the issues of rising costs and access to quality care. A majority of my patients were either Medicare beneficiaries or Medicaid recipients. I understand the importance of these issues and want you to know that I am working hard to ensure everyone, especially seniors, has access to quality care and to keep the Federal Government out of the way when it comes to making the important decisions that affect your health and well being. .Require Medicare beneficiaries to pay a higher portion of the Part B premium. Premiums for Part B cover physician and hospital outpatient services. The premiums of most seniors, those with incomes under ,000, equal 25 percent of Medicare's total cost of services, and the federal government covers the other 75 percent of the cost. This proposal would require seniors to pay 35 percent instead - like higher-income seniors do now. The 2010 Medicare Trustee report estimates that Part B premiums at the 35% level would be 9.30 per month in 2012. .On Tuesday, President Obama released his .901 trillion budget blueprint for fiscal 201The proposal calls for more than 0 billion in new revenues by closing certain tax loopholes, and it would replace the "sequester" beginning in 2016 with .2 trillion in new spending cuts. It adheres to the caps for discretionary spending that were set back in December, but it also proposes billion in extra investments through the so-called "Opportunity, Growth and Security Initiative." .Mandatory programs are those, like Medicare, that are automatically funded every year without passage of annual legislation to pay for them. Congress can, however, waive the PAYGO rules to avoid the payment cuts. .The Senior Citizens League is encouraging Congress to take the opportunity now to strengthen Social Security by beefing up the amount of earnings subject to payroll taxes, a tax provision that has widespread public support. The Senior Citizens League is delivering a letter to Congress this week calling for three tax reforms that would strengthen Social Security and provide relief to millions of older Americans.
