TSCL was pleased to see support grow for H.R. 1716 this week, and we will continue to advocate for it on Capitol Hill in the coming months, since we feel strongly that protecting the integrity of the Social Security program is of utmost importance. .Legislation passed in 1983 required all Members of Congress to pay into Social Security. That said, like all high-income workers, they only pay Social Security up to the maximum taxable wage, which in 2012 is 0,100. Thus Members of Congress pay no Social Security taxes on the additional ,900 they receive as salary. Since Members of Congress are high-income earners, they are also in line for the maximum tax break due to the payroll tax cut extension. The program, known as "Deferred Action For Childhood Arrivals," is one of a series of administrative amnesty initiatives by President Obama to stop deportations of immigrants and let undocumented immigrants who meet the qualifications work in this country despite illegal status. They did so under the assumption that those programs' benefits will be there for them when they need them. All too frequently, though, illegal immigrants are reaping benefits without first paying their fair share into the program, and those who paid into Social Security fear that expected benefits will not be available when the time comes. .We will not go into the details because it has been widely reported on in the news, but that is the major legislation that has preoccupied Congress the last few weeks. .Many observers believe the plan will likely include a combination of tax increases and benefit cuts for Social Security. Some of the most commonly mentioned proposals are: (1) switching to the chained Consumer Price Index (CPI) to calculate Social Security COLAs; (2) lifting or raising the cap on income which is subject to Social Security taxes; and (3) raising the Social Security retirement age. Switching to the chained CPI alone would both reduce initial benefits and cut lifetime Social Security benefits by more than 10%.
