    TSCL supports legislation that would strengthen the COLA three ways: .TSCL recently released an analysis of the proposal that estimates the chained CPI would cut the growth in average benefits of ,100 today by ,634 over the course of a 25-year retirement, and that assumes that the economy becomes more stable soon. The reductions in COLA growth compound over time, and are the deepest when seniors are the oldest and sickest. By the time seniors are in their late 80s or 90s, when they are most likely to have chronic health problems, monthly benefits would be about 5 lower using the chained CPI. .In the days and weeks ahead, The Senior Citizens League (TSCL) will closely monitor the movement of S. Con. Res. 3 since a repeal of the Affordable Care Act will impact older Americans in several ways. For instance, progress that has been made to close the Medicare Part D prescription drug "doughnut hole" will be reversed, and the Hospital Insurance Trust Fund that finances Medicare Part A will lose a critical stream of funding created by the law. However, there might be other ways to augment finances, particularly through an additional tax exemption and the Child Tax Credit. The American Rescue Plan Act (ARPA) of 2021 expands the Child Tax Credit for tax year 2021 in the following ways: .Every day approximately ten thousand people reach their retirement age. Many have spent a lifetime working to care for their families and save for retirement all while paying federal taxes. The taxes paid into Social Security and Medicare have helped make these programs successful for past generations of retirees. .Just years before they were set to retire, these individuals learned that they would have significantly lower benefits than originally anticipated. The issue was created by the amendments to the Social Security Act that were signed into law in 1977, and it has compounded over time. .The "house calls" can be money-makers for health plans when they document medical problems like complications from diabetes or heart trouble. Health plans profit because Medicare pays higher rates for sicker patients using a billing formula based on the patient's "risk score." Plans can receive thousands of dollars in higher payments from Medicare even though the insurer incurs no additional costs for covering Medicare services for your brother. .Fraud is so prevalent that prevention is only part of the solution. One in 20 seniors in the U.S. is a target of fraud schemes. Yet, the National Adult Protective Services Association has found that only one in 44 seniors report that they are victims of a fraud scheme, suggesting seniors lack information on how to file a complaint. .In the months ahead, TSCL will continue to advocate for these and other legislative efforts that would improve the solvency of Social Security and Medicare without cutting benefits for seniors. .Now I say neglect, because it's been 38 years since Congress has done anything to strengthen Social Security and 50 year since we have improved its benefits. .Investigate national and community charitable programs and organizations.
