Congress recognized that benefits would be lower under the new benefit formula provided by the 1977 law changes, but they sought to address the problem of abrupt benefit cuts for those nearing retirement (3). Congress provided a "transitional benefit formula" to phase in the changes for those who would become eligible for Social Security within the first five years of the changeoverЧthose born from 1917 through 192This group of retirees had their benefit calculated two waysЧunder the new benefit formula and under the transitional benefit formula and they received the higher of the two benefits. According to a comprehensive economic analysis by noted economist John Haldi, Ph.D., the transitional benefit formula, however, had significant flaws and in almost every case failed to provide any benefit protection (4). Thus, benefits were sharply and rapidly reduced. .This week, lawmakers in the House and Senate remained in their home states and districts for the two-week spring recess. Both chambers are scheduled to be back in session by Tuesday, April 25th. .To address this issue, my office put together a two-pronged approach both locally and nationally. "This is a major reason why Social Security checks don't keep up with rising Medicare costs," explains Johnson. The Commissioners recommended extending the subsidy to those with incomes up to 150 percent of the poverty level. This would save those who qualify approximately ,300 a year in Part B premium costs, and the Commissioners believe it would "free up resources" for beneficiaries who are currently struggling to pay out-of-pocket costs. .The last thing we need to happen to our healthcare system is to limit access to quality care. Already, 1-in-3 physicians are limiting the number of Medicare patients they see, and 1-in-8 physicians are refusing Medicare patients all together. Furthermore, the Affordable Care Act created the Independent Payment Advisory Board to control Medicare cost. This would place 15 bureaucrats, appointed by the president, in a position to control the future of Medicare and is another example of the Federal Government forcing themselves into your health care decisions. … Continued
In addition, two new cosponsors – Congressmen Jim Langevin (RI-2) and Gregorio Kilili Camacho Sablan (MP) – signed on to the Protecting and Preserving Social Security Act (H.R. 3302), which was recently introduced by Congressman Ted Deutch (FL-22). If adopted, his bill would base the COLA on the CPI-E and cover the cost by removing the Social Security payroll tax cap for high earners. H.R. 3302 now has nine cosponsors in the House. .Last year Congress considered a major Medicaid overhaul that would transition the program from one that covers qualified applicants whose incomes are low enough, to a system that provides a fixed per capita payment or block grant to states. The Congressional Budget Office estimated this change would cut federal spending on Medicaid by more than 25% over the next decade. Despite lawmakers' failure to enact the change to Medicaid last year, some lawmakers in Congress and president Trump may try again this year. .Over one million Medicare recipients in my home state of Indiana would face reductions in choice and difficulty receiving care if provider incentives are cut. Instead of reducing access to healthcare, it is time to shift focus to the big picture of improving the economy through job creation so more people are able to contribute to their own healthcare. It is not time to chip away at benefits to the men and women who built this great country. Individuals who contributed to Medicare for decades rely on that investment for their well-being. .While 401(k) plans have enjoyed a decade of relatively strong returns recently, these plans carry greater risk and place responsibility on individuals for saving, investment decisions, and management.
