Schwartz's bill would bring increased stability to the Medicare program, and we were pleased to see four new cosponsors announce their support for it this week. .Finally, one new cosponsor – Rep. Marcy Kaptur (OH-9) – signed on to the Social Security Fairness Act (H.R. 1795) this week, bringing the total up to one hundred and fourteen. If signed into law, the bill would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two federal provisions that unfairly reduce the earned Social Security benefits of millions of state and local government employees each year. .Finally, six new cosponsors signed on to the Social Security Fairness Act (S. 896 and H.R. 1795) this week, bringing the total up to ten in the Senate and eighty-three in the House. The cosponsors are: Sen. Brian Schatz (HI), and Reps. Adam Kinzinger (IL-16), John Duncan, Jr. (TN-2), Raul Ruiz (CA-36), Bill Foster (IL-11), and Randy Neugebauer (TX-19). We understand that our proposal may not be the most perfect solution to the injustice; however, it stands a much better chance of getting passed in Congress and is the best possible solution we know of. .Regrettably, this uncertainty persists during the on-going deficit reduction discussions. Those who received services paid for by Medicare will not be affected by the automatic budget cuts due to the failure of the Joint Select Committee on Deficit Reduction to reach a compromise. Nevertheless, I am concerned that providers are not also shielded from those cuts. That is why I am co-sponsoring H.R. 3519, legislation to protect Medicare providers from the 2 percent cuts that were part of the Budget Control Act of 2011. .According to the report, the triggering of hold harmless will continue on an individual basis, particularly when inflation is lower than forecast (about 2.4 percent) or if Medicare Part B premium increases are higher than forecast (5%), or both. The risk for both is high, because over the past 8 years COLAs have averaged just 1.2 percent and since 2000 Medicare Part B premiums have increased on average more than 10 percent per year. According to the report, individuals with the lowest benefits, 0 or less, are the most likely to be affected by hold harmless on an individual basis over the next decade, even in years when a COLA is payable, particularly if Medicare Part B premium increases are higher than expected. .MedPAC also recommended increased financial assistance for low-income Medicare beneficiaries in its report.
