But if that's true, why haven't the economists at the BLS gone ahead and changed it already? They can't. The reality is that it requires a legislative change. It's not simply a matter for BLS economists. It's a matter for Congress —the same lawmakers who are answerable to you and me. .In 1977 Congress enacted changes to the Social Security benefit formula that affected seniors just two years from first entitlement to Social Security. A transitional formula supplied by Congress to phase in the changes, failed to prevent abrupt cuts and big disparities – as much as 1.80 per month in the well – publicized case of two sisters who worked for the same company. .Those receiving work authorization become vested for benefits with as little as ten years of earnings. The oldest of those who are eligible for the deferred action could potentially have worked illegally long enough to be "vested," or nearly so, for Social Security already — including disability benefits. Once illegal workers gain a work-authorized Social Security number, individuals who have evidence of earnings, even for jobs worked under invalid Social Security numbers, may claim and reinstate those earnings under their own number. The earnings are then later used to determine Social Security benefits. .On the other hand, Bloomberg News has reported that, "The White House is backing away from a plan to send 0 prescription drug discount cards to American seniors before Election Day after widespread criticism the effort could violate election laws. .Increase income. On average, older Americans get about 34% of their total income from Social Security; 33% from earnings; 11% from personal assets such as money in IRAs, 401(k) plans and taxable accounts, and 22% from pensions. To boost income, they could invest more aggressively in higher-yielding and perhaps more risky assets, such as long-term bonds and high-dividend-paying stocks; go back to work; or if they are still working, take on more hours. .Almost 4 million retired Notch Babies, spouses and their survivors would benefit from this modest old age boost that TSCL estimates would cost about .5 billion. .On Monday, an executive order from President Obama went into effect requiring all federal agencies – including the Social Security Administration (SSA) – to add an additional security measure to all online accounts that contain sensitive personal information. Under the new policy, Social Security beneficiaries must provide a text-enabled cellphone number when logging in to their online accounts. The two-step authorization process requires them to enter a temporary security code sent to them via text message before they can access their online information. .Social Security Administration data indicate that, since 2000, the ESF grew at an unprecedented pace. According to TSCL's new report since 2000, the SSA has received, on average, 8.8 million suspicious wage reports annually. Cumulative wages in the ESF since 1980 now total more than .2 trillion, unadjusted for inflation.
