Notch Reform Legislation

In the House:

  • H.R. 80--“Notch Baby Act”
    Sponsor: Rep. Jo Ann Emerson (R-08-MO)
    (introduced 1/3/2001)
    Would provide an improved benefit computation formula for Social Security recipients born from 1917 through 1926 and would provide for increased monthly benefits.
  • H.R. 82--“Notch Baby Health Care Relief Act”
    Sponsor: Rep. Jo Ann Emerson (R-08-MO)
    (introduced 1/3/2001)
    Would allow a refundable income tax credit to Social Security recipients born from 1917 through 1926 for premiums paid for coverage under Medicare Part B ($54 per month in 2002).
  • H.R. 97--“The Notch Fairness Act”
    Sponsor: Rep. Ralph Hall (D-04-TX) (introduced 1/3/2001)
    Would allow Social Security recipients born from 1917 through 1926 to choose either lump-sum payments over four years totaling $5,000 or an improved monthly benefit. Funded through cuts in discretionary spending.
  • H.R.853--“The Notch Fairness Act”
    Sponsor: Rep. Robert Wexler (D-19-FL) (introduced 3/1/2001)
    Would allow Social Security recipients born from 1917 through 1926 to choose either lump-sum payments over four years totaling $5,000 or an improved monthly benefit. Funded through the budget surplus.
  • H.R. 870--“Social Security Notch Act”
    Sponsor: Rep. Bob Clement (D-05-TN) (introduced 3/6/2001)
    Would provide an improved benefit computation formula for Social Security recipients born from 1917 through 1921 and to provide prospectively for increases in monthly benefits.

In the Senate:

  • S. 825--“The Notch Fairness Act”
    Sponsor: Sen. Harry Reid, (D-NV) (introduced 5/03/2001)
    Would allow Social Security recipients born from 1917 through 1926 to choose either lump sum payments over four years totaling $5,000 or an improved monthly benefit. Funded through the budget surplus.
