While President Obama spent much of his speech to the nation discussing economic policies, he did take the time to direct a message to legislators in attendance. The President pleaded that lawmakers send him immigration reform legislation that would enable illegal immigrants to earn their citizenship so he could "sign it right away." President Obama said he is "prepared to make reforms" that would "rein in the long-term costs" of Social Security, Medicare, and Medicaid programs. .Could you tell me the advantages and disadvantages of life insurance once we start Social Security? Doesn't Social Security pay widow's benefits? Do we really need life insurance if we have a (401)k and IRA savings? .In addition, one new cosponsor – Rep. William Keating (MA-9) – signed on to the Strengthening Social Security Act (H.R. 3118). The cosponsor total is now up to sixty-three. If signed into law, H.R. 3118 would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would base COLAs upon the CPI-E, resulting in more accurate annual increases; and it would lift the cap on income subject to the payroll tax. The bill would extend the solvency of the Social Security Trust Fund responsibly, without cutting benefits for seniors. .TSCL supports legislation that would provide a more fair and accurate COLA by basing it on a senior index like the Consumer Price Index for the Elderly (CPI-E). If seniors received a COLA based on the CPI-E, TSCL estimates that seniors with average benefits of ,200 per month in 2014 would receive ,753 more over a 30-year retirement. By their final year, their benefit would be ,652 per year more than if the CPI-W were used. .A recent study by TSCL, which examines the price changes in the goods and services typically purchased by retirees, found that Social Security benefits lost 30 percent of their buying power since 2000. The loss of buying power jumped 7 percent in just one year, rising from 23 percent in 2016, to 30 percent in 201The steep one-year loss of buying power occurred as costs rose far more rapidly than the COLA and it is an early indication that the COLA for 2018 will likely be higher than usual. .The bad news: there's still plenty of age discrimination in the workplace. When workers over age 50 lose their jobs, it takes them much longer to find new jobs. And the impact of a layoff is bigger for older workers. These folks face the reality that they may not work again full time, which can wreck a retirement plan. Studies show that household wealth typically takes a hit as high as 23 percent for single people and 19 percent for married couples. .Finally, six new cosponsors signed on to the Social Security Fairness Act (S. 896 and H.R. 1795) this week, bringing the total up to ten in the Senate and eighty-three in the House. The cosponsors are: Sen. Brian Schatz (HI), and Reps. Adam Kinzinger (IL-16), John Duncan, Jr. (TN-2), Raul Ruiz (CA-36), Bill Foster (IL-11), and Randy Neugebauer (TX-19). If signed into law, the bill would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two provisions that unfairly reduce the earned Social Security benefits of millions of state and local government employees each year. .The other big variable in health care is insuring against the risk of a big tab for long-term care. This is an area where we just don't have very good options right now. The market for private long-term care insurance doesn't function very well -- the cost of coverage has been soaring, and the number of insurance companies in the market has been shrinking. Medicaid is the country's biggest payer for nursing home bills, but you need to spend down to poverty levels to qualify and most often your care choices are limited. The other options are "self-insuring" paying out of pocket if you're very affluent, or if like many older senior Americans, you rely on family members for help. .Members of Congress returned to their home states and districts this week for a holiday recess that will last for two weeks. Members of the House are expected to return to Washington on Tuesday, April 9th, and Members of the Senate are expected to return on Monday, April 8th. Budget negotiations will likely resume at that time, as President Obama is slated to release his own plan for 2014 on April 8th.
