Consider: A new issue brief from the Congressional Budget Office says that the Social Security and Medicare Trust Fund costs will exceed revenues six years earlier than estimates by the Social Security and Medicare Trustees. In 2002, Congress pressured its top budget analyst to count tax cuts as revenues.
