Long-time Notch reform advocate Ralph Hall (TX) recently reintroduced “The Notch Fairness Act” (H.R. 615). We are continuing our work to move this legislation that would allow persons born from 1917 through 1926 a choice of lump sum payments over four years totaling $5,000 or an improved monthly benefit. As Notch Babies grow older and frailer in health, the need for this modest settlement grows more acute.
Members of Congress have increasingly told us that settlement of the Notch issue has a better chance of passage as part of over all Social Security reform. Since Social Security reform is on the table now we want to ensure that the Notch problem receives that promised reconsideration and a fair resolution.
Changes are again under consideration for Social Security benefit formula, and it was a benefit formula change that gave birth to Notch Babies. A transition formula meant to phase in the changes for those who started to retire in 1979 failed to protect the benefits of seniors who were born from 1917 through 1926.
While TSCL opposes proposals that would privatize Social Security, we agree that the finances of Social Security need to be strengthened. Options other than private accounts should be considered. Small incremental changes made well in advance and slowly phased in over the years would allow for smaller, less expensive changes for everyone affected.
TSCL’s all-volunteer board, legislative staff and I are meeting with as many Members of Congress as we can to add critical support for the legislation. This year the Notch Fairness Act was introduced with the most co-sponsors ever. Our objective is to add enough supporters to the legislation to force it out of committee and onto the House floor for a vote.
We need your help to do this. Please don’t be afraid to attend meetings, to read all you can about Social Security reform and get involved in the debate to strengthen Social Security. Please ask your Representative in the House to add his or her name in support of “The Notch Fairness Act,” H.R. 615.
