Provide a modest boost in monthly benefits to retirees to make up for years when no COLA, or only a negligible COLA, was payable. .Part D — If you choose a Medigap plan, or a Medicare Advantage plan that does not offer drug coverage, you will need a Part D plan. If you take any prescription drugs, be sure to input your medications to get an accurate estimate of costs and to check the coverage of the drugs you take. Coverage of prescription drugs varies from plan to plan and from one year to the next. The average monthly premium for Part D plans weighted for enrollment is Plans often charge a deductible and in 2011 you would need to spend a total of ,550 out-of-pocket (not including premiums) before reaching catastrophic coverage. .All in all, it's too early to determine how much person-to-person transmission has occurred on plane flights. .TSCL is hopeful that the bill will fail to win passage in the House since it would negatively impact older Americans if adopted. The AHCA would restructure the Medicaid program, which helps fund health care for 11 million – or around 1 in 5 – Medicare beneficiaries. It would also base premium subsidies on age instead of income, and allow private health insurers to charge older Americans more than they charge younger folks for their coverage. In addition, it would deplete Medicare's Hospital Insurance Trust Fund by eliminating a key revenue source, and the program would face an immediate funding crisis. .Because of the advanced ages of Notch Babies, the cost of correcting the Notch is falling every day. TSCL estimates (in 2006) that the cost of Notch Reform would be about billion, or slightly less than .75 billion per year over the next four years. The billion could be financed without taking additional money from the Social Security Trust Fund. This could be done through cutting wasteful pork barrel spending and reducing fraud and abuse in government programs. In fiscal year 2006 alone, lawmakers spent about billion in pork-barrel projects (8). That doesn't include what the government lost to improper payments, fraud, and abuse. The Government Accountability Office estimated that for fiscal year 2005 government agencies improperly spent more than billion (9). .At Wednesday's hearing, key witnesses made several recommendations for improving the process. Sita Nataraj Slavov – Professor of Public Policy at George Mason University – suggested that SSA stop using the term "retirement age" since it suggests that individuals should claim benefits immediately after they stop working. She also recommended that SSA begin referring to age 70 as the "full" retirement age since it is the age at which benefits are the highest. In addition, William Meyer of Social Security Solutions, Inc. suggested that SSA notify individuals of the annual difference in benefits they would receive if they delayed filing for one year. .The bill, known as the Grassley-Wyden bill, would create a rebate system in Medicare Part B and Part D beginning in 2022 for brand-name drugs and biological products with prices that increase faster than inflation.
