Legislative Update Week Ending November 10 2017
This week, lawmakers on the House Budget Committee approved a fiscal 2017 budget resolution after weeks of negotiations, and The Senior Citizens League's (TSCL's) Board of Trustees met with several Members of Congress on Capitol Hill to discuss critical Social Security issues. .Elmendorf began his testimony by sharing some grim projections that have recently been developed by the CBO. He stated that the economy will likely grow by only 1.5 percent this year, and that next year, it's expected to increase by only 2.5 percent. He also announced that the unemployment rate will continue to hover around the 9 percent mark until the end of 2012. .The way to learn about your drug plan choices is to use the Medicare Drug Plan Finder at www.medicare.gov. Using a computer, either you or a Medicare benefits counselor will input your information and prescription information. Single taxpayers with more than one job. .TSCL recently solicited membership support for three issues critical to seniors' needs: Social Security Fairness (COLA), Notch Reform, and the Anti-Totalization Agreement. Collectively, these issues represent key legislation that TSCL believes will help protect the earned benefits for our supporters and formed the focus of our grassroots Congressional petition campaign. This campaign centered on educating and calling on all U.S. Representatives to support the: Consumer Price Index for Elderly Consumers Act, Guaranteed 3% COLA for Seniors Act, Social Security Guarantee Act, Notch Fairness Act, No Social Security for Illegal Immigrants Act, and Social Security for Americans Only Act. .Offsets Complicate SGR Talks .Last week Rep. Tim Walburg (R- Mich.) introduced a bill, H.R.2266, that would amend title II of the Social Security Act to provide for a minimum annual cost-of-living increase for Social Security benefits. .A Humana Medicare Advantage plan in Florida improperly collected nearly 0 million in payments in 2015 by overstating how sick some of its enrollees were. A new audit by the Department of Health and Human Services Office of the Inspector General (OIG) is seeking to get the money back. If successful, the audit penalty would be what has been described as "by far the largest" ever imposed on a Medicare Advantage company. But Humana has sharply disputed the OIG's findings, and has said that the recommendations "do not represent final determinations, and Humana will have the right to appeal." .Last year a premium support plan that passed in the House prompted a firestorm of opposition from seniors and critics concerned that the plan cut federal spending too much — shifting too great a portion of costs -- and would make Medicare unaffordable for beneficiaries. But premium support itself is nothing new, nor would it "end Medicare as we know it." To the contrary, seniors already know it, and like it. Medicare operates two premium support programs — Medicare Part D, and Medicare Advantage. .Since 1980, the BLS has manipulated the CPI several times so that it no longer measures price inflation. Rather, it measures an ever-changing "market basket" of goods that is adjusted as prices drop and increase. It assumes that shoppers will purchase chicken when steak becomes too expensive, or apples instead of oranges when their prices drop. This has resulted in a more slowly growing COLA for Social Security beneficiaries.
