Comprehensive Immigration Reform Testimony Before Congress
Using Generic Drugs Could Save Billions of Dollars .What is it going to cost? Is there a less expensive alternative? .In addition, one new cosponsor – Rep. David Valadao (CA-21) – signed on to the Social Security Fairness Act (H.R. 1795) this week, bringing the total up to ninety-five. If signed into law, the bill would repeal the Government Pension Offset and the Windfall Elimination Provision – two provisions that unfairly reduce the earned Social Security benefits of millions of state and local government employees each year. … Continued

Have You Been Fully Vaccinated? .The House of Representatives has outlined specific reforms that maintain the current Medicare program for those aged 55 and older with no disruption and saves Medicare for future seniors by offering those beneficiaries a premium support program. Specifically for younger workers, when they reach eligibility, Medicare will provide a payment and a list of guaranteed coverage options – including a traditional fee-for-service option from which recipients can choose a plan that best suits their needs. These future Medicare beneficiaries will be able to choose a plan the same way members of Congress do. Medicare will also provide additional assistance for lower-income beneficiaries and those with greater health care needs. Our plan also stops the raid on Medicare trust fund that was going to pay for the Patient Protection and Affordable Care Act, allowing any current Medicare savings to go directly to saving Medicare and not creating open-ended health entitlements. .TSCL agrees that doing away with the payroll tax cap would be a fair and responsible solution to the Social Security program's solvency issues. As the negotiations evolve over the coming months, we will continue to monitor them closely, and we will provide updates here in the Legislative News section of our website. … Continued
Many in Congress have been outspoken about the potential cuts. Last week, a bipartisan group of forty Senators sent a letter to CMS urging administrators to maintain current payment rates in order to protect seniors from potential benefit disruptions. TSCL has also been expressing its concerns to lawmakers, and we will continue to keep a close eye on the issue in the coming weeks. For updates, visit the Legislative News section of our website. .Moreover, U.S. dependence on China for drugs and drug products is growing. Its imports of Chinese medical equipment increased 78 percent between 2010 and 2018. .For decades, Medicare and Social Security have lifted millions of people out of poverty and provided seniors with affordable, high-quality healthcare and reliable financial support. In Congress, we have a responsibility to strengthen and modernize Medicare and Social Security for today's seniors and future generations. That's why, earlier this year, I worked with my colleagues on both sides of the aisle to oppose proposals by the Center for Medicare & Medicaid Services (CMS) to cut Medicare Advantage and limit access to prescription drugs. Thanks to these bipartisan efforts, CMS reconsidered these proposals. .There's a heated debate over the extent to which illegal immigrant workers obtain Social Security or Supplemental Security Income (SSI) benefits. Recently the Social Security Office of Inspector General reported that improper Social Security Disability (SSDI) payments (due to errors, fraud and abuse) totaled .5 billion in fiscal year 2009 while improper SSI payments totaled billion. But just how much of that money is going to illegal immigrants seems to be anybody's guess. .The Social Security hold harmless provision prevents reductions in net Social Security benefits, when the dollar amount of an individual's Medicare Part B increase is greater than the dollar amount of their COLA. In 2019, Barbara may finally see a small boost of about per month after the deduction for her Part B premiums. .The Covid-19 pandemic has both heightened the urgency of reining in pharmaceutical costs yet also made it harder for lawmakers to act. Drug makers say limiting their profits could hamper efforts to create a vaccine against the virus, but medicines to treat it come with significant price tags. Gilead Sciences, Inc., set the price for its widely used Remdesivir at ,340 for a five-day treatment. ."That estimate tracks closely with the CPI data through August," Johnson says. "Overall inflation readings are very low, but that's almost entirely due to the dramatic drop in oil prices again this year," she notes. Meanwhile, the data show some big jumps in the cost of goods and services that older and disabled Americans use the most. But that won't necessarily translate into higher COLAs, because the index used to calculate the annual Social Security boost is based on the spending patterns of younger working adults. Younger people tend to spend less on health care and housing, and more on gasoline and electronics, two categories that have gone down in recent years. .To fix the program, TSCL also supports an increase in Continuing Disability Reviews, which are conducted to determine whether an enrollee still qualifies for benefits, and an increase in the payroll tax cap, which currently sits at 8,500. We will continue to advocate for these and other long-term solutions that we believe would return the program to solvency responsibly. .For more information, visit the website of the National Academy of Social Insurance at www.NASI.org and download a copy of "When Should I Take Social Security Benefits?
