In addition to the problem of payments to the dead, the balance of the 6.5 million active numbers pose a risk because they could be stolen to claim fraudulent tax refunds and to work illegally. The IRS has estimated that it paid out .8 billion in fraudulent tax refunds in 2013 because of identity theft. .TSCL surveys have found that the overwhelming majority of seniors feel Social Security benefits should not be based on illegal work, regardless of whether taxes were withheld. With major changes looming for Social Security, TSCL supports legislation that would ban the payment of benefits based on illegal work — H.R. 787, "No Social Security for Illegal Immigrants Act," introduced by Representative Dana Rohrabacher (CA-46), and S.95, legislation to prevent Social Security credit from being earned without legal status introduced by Senator David Vitter (LA). .Despite these known challenges, President Trump recently signed an Executive Order which allows the deferral of payroll taxes, including Medicare taxes, if the taxpayer is affected by a federally-declared emergency like the coronavirus. The Executive Order doesn't apply to all workers, only those earning up to 0,000 annually. The average worker will be able to put off paying just under 0 for the term of the deferral, September 1, 2020 – December 31, 2020, or about per week. The move is only temporary, and workers will be required to repay the taxes next year. .We will not go into the details because it has been widely reported on in the news, but that is the major legislation that has preoccupied Congress the last few weeks. .As we have written recently, Grassley's main problem in getting his bill passed in the Senate is opposition from his fellow Republicans. Grassley said he needs at least 25 Republican co-sponsors to get his bill (S. 2543) to the floor of the Senate for a vote. Ten Republicans other than Grassley have so far made public shows of support for the legislation. .This week, The Senior Citizens League's (TSCL) Board of Trustees and legislative team held meetings with several Members of Congress and their top staff. In addition, the Board of Trustees presented one Member of Congress – Rep. Mike McIntyre (NC-7) – with the 2012 Seniors Advocate Award. TSCL also saw support grow for a critical piece of legislation this week. .To qualify for Medicare coverage, beneficiaries must be an inpatient for at least 3 days in a row, not counting the day of discharge. What you can do: If admitted to a hospital, it's highly important that you, or your designated caregiver, find out immediately whether you are being admitted to the hospital as an inpatient or an outpatient.
