Senator Richard Shelby (AL) – Chairman of the Senate Appropriations Committee – told reporters this week that a shutdown is possible. He said: "I'll just say that I don't think it's a good idea to shut the government down, period. But people are going to posture. And it could happen, it's happened before … I don't believe a shutdown's in my interest, the president's interest, the people's interest, either party's interest … But some people look at it differently." .Last year a premium support plan that passed in the House prompted a firestorm of opposition from seniors and critics concerned that the plan cut federal spending too much — shifting too great a portion of costs -- and would make Medicare unaffordable for beneficiaries. But premium support itself is nothing new, nor would it "end Medicare as we know it." To the contrary, seniors already know it, and like it. Medicare operates two premium support programs — Medicare Part D, and Medicare Advantage. .Finally, two new cosponsors signed on to the Preventing and Reducing Improper Medicare and Medicaid Expenditures (PRIME) Act (H.R. 2305) this week, bringing the total up to sixty-five. The new cosponsors are Reps. Tom Cotton (AR-4) and Matt Cartwright (PA-17). If signed into law, the PRIME Act would take a number of steps to comprehensively prevent fraud, waste, and abuse within Medicare and Medicaid – a problem that TSCL believes must be addressed in order to ensure that scarce program dollars are being spent properly. .Many expected the Obama administration to seek an emergency review of the decision by the Supreme Court, but on Wednesday, the Justice Department announced that it would not. Instead, the administration said it will focus on another 5th Circuit hearing that's scheduled for the week of July 6th. .Both bills were adopted by the Senate earlier this year and by the House two weeks ago. At a signing ceremony on Wednesday, President Trump said: "This is very strong legislation to end these ‘gag clauses' once and for all … Our citizens deserve to know the lowest price available at our pharmacies, and now that's what they'll be getting." .Medicare alone does not cover all the costs you will have. Most people also get either a Medicare supplement to cover out-of-pocket costs and Part D plan for prescription drugs, or enroll in a Medicare Advantage plan with Part D coverage. .Homeowners: Are You Covered For The Next Disaster? Maybe Not .When the Office of Inspector General matched the 6.5 million Social Security numbers against the Social Security Administrations file, it found 67,000 of the numbers were used to report wages for people other than the cardholders, a sign the numbers were used for illegal work. According to the Associated Press, one Social Security number was used 613 different times. An additional 194 numbers were used at least 50 times each. .The witnesses at this hearing defended a number of payment provisions that may expire if Congress doesn't act soon, including add-on payments for mental health and ambulance services, and hold harmless payments for rural hospitals. When looked at separately the costs of these provisions seem minor, but if each of them were to expire at the end of this year, the federal government would save billion. The potential savings attracted most at the hearing, but Ranking Member Pete Stark (CA) reminded the Subcommittee that many of the provisions "ensure critical access to needy Medicare beneficiaries."
