In his opening statement, Dr. Conway said, "This proposal is part of the Administration's broader strategy to encourage better care, smarter spending, and healthier people by paying for what works, unlocking health care data, and finding new ways to coordinate and integrate care to improve quality." .Although immigration law forbids work without authorization, immigrants do find jobs, and the majority of employers report their earnings to SSA. Each year SSA receives hundreds of millions of W-2s. When the name and Social Security number (SSN) do not match SSA's records, the W-2 is held in the Earnings Suspense File (ESF). Recent data indicates that in recent years the ESF is growing at an unprecedented pace and the cumulative wages represented is now 5 billion. These wages can later be reinstated to valid Social Security numbers when immigrants gain work authorization. Because earnings are used to determine both the number of quarters of coverage worked for insured status, and the initial retirement benefit, this poses a substantial liability to the Social Security Trust Fund and would worsen its solvency. .Accurate earnings estimates: It's important to accurately estimate your earnings. If you worked for someone else, Social Security will need your gross earnings prior to deductions for taxes. In addition, Social Security counts when the wages are earned, NOT when they are paid. This includes accumulated sick or vacation pay and bonuses. … Continued

  • How To Find A Better Deal On Health Plans

The temporary funding measure negotiated this week is expected to buy time for President-elect Donald Trump and members of the 115th Congress to negotiate a broad funding bill that will likely include language to fast-track the Affordable Care Act's repeal. In the months ahead, TSCL's legislative team will be following these discussions closely, and we will continue to advocate for legislation that would reduce any negative effects on beneficiaries of the Medicare program. Visit the Legislative News section of our website for updates. .Things aren't likely to improve next year. The Social Security Chief Actuary recently estimated that the COLA in 2017 would be just 0.4 percent, which would be the lowest COLA ever paid. That would raise benefits just .00 per ,000 in benefits. .TSCL believes the drug problem could explode this year. Citing massive "sequester" budget and staff cuts, federal officials are set to scale back or drop investigations into Medicare and Medicaid fraud and abuse cases. The Department of Health and Human Services may lose a total of 400 staffers and the existing staff is stretched so thin that it was unable to investigate about 1,200 cases of Medicare and Medicaid fraud and abuse last year. … Continued

"UnitedHealth Culls Doctors from Medicare Advantage Plans," Melinda Beck, Wall Street Journal, November 16, 2013. .Last year was a busy and successful one for The Senior Citizens League (TSCL). Three major legislative efforts that had our support were effectively tackled by lawmakers in Congress and signed into law by President Obama. .Often, the most consequential decisions are those we make only once or twice in a lifetime. But decision – making itself is a skill that takes practice. That means we can get better at it. Even with practice though, it's almost impossible to forecast whether our decisions will work out. Often there are hidden factors at play, influencing our decisions, of which we may not even be aware. Learning about how our minds could be sabotaged, and how we could be nudged in wrong direction, can help us improve our decisions. One of these nudges is called the "anchor effect." .Up to 85 percent of Social Security benefits can be subject to taxation if an individual has a combined income of ,000 or more, and married couples filing jointly have a combined income of ,000 or more. Had income thresholds been adjusted for inflation, they would be ,176 for individuals, and ,145 for joint filers in for the 2020 tax year. "Combined income" is determined by adding one's adjusted gross income, plus any tax - free interest income, and one - half of Social Security benefits. .Surprisingly, there was no discussion of slowing the growth of cost-of-living adjustments (COLAs) by switching to the more slowly-growing "chained" CPI. The proposal is getting increasing attention (mostly favorable) in media editorials. Switching to the more slowly-growing chained CPI would reduce cost-of-living-adjustments, and many policy experts view the option as a front-runner for reducing the deficit. .Here are some ways to trim the cost of visits to the vet: .Finally, two new cosponsors – Representative Jim Renacci (OH-16) and Representative Beto O'Rourke (TX-16) – signed on to the bipartisan CREATES Act (H.R. 2212), bringing the total up to twenty-one. If adopted, the CREATES Act would increase competition in the prescription drug industry by encouraging generic and biosimilar drug manufacturers to introduce their products to the market more quickly. .Much of the debate over federal deficit reduction plans has been focused on overhauling Medicare and making changes to Social Security. But a major funding change is also under consideration for Medicaid, the federal and state program that covers medical care for lower-income individuals including seniors who also receive Medicare. As federal and state governments struggle to address Medicaid funding shortfalls, TSCL is concerned that Notch Babies, and the families who provide care for them, would be among those who would be hit the hardest by funding cuts. .Fifth, one new cosponsor – Representative Steve Cohen (TN-9) – signed on to the Nursing Home CARE Act (H.R. 4704), bringing the total up to twenty-five. If adopted, H.R. 4704 would protect Medicare and Medicaid beneficiaries by more quickly codifying emergency preparedness rules for nursing home facilities that receive funding from the federal government.
