In the meantime, our legislative team will continue to advocate for legislation like the Improving Access to Affordable Prescription Drugs Act (S. 771, H.R. 1776), which would take comprehensive steps to lower costs for Medicare Part D beneficiaries. .Sen. Barbara Mikulski (MD), chair of the Senate Appropriations Committee, stated earlier this week, "What I hope to be able to do is keep the government open, to avoid a government shutdown, to do no harm, and to be as boring as possible." The House planned to vote on a package that would simply extend current funding levels through mid-December on Thursday, and the Senate was set on taking it up next week. .An unusually steep drop in inflation has slightly improved the buying power of Social Security benefits this year — by about 9%. But despite the temporary improvement, Social Security benefits have still lost 22% of their buying power since 2000, according to the 2015 Survey of Senior Costs recently released by The Senior Citizens League (TSCL). .The Pharmaceutical Care Management Association, which represents pharmacy benefit managers that run the Medicare prescription drug plans targeted by the rebate rule, said at the time that it was exploring litigation. .Last fall, the Government Accountability Office uncovered .3 billion in improper payments from December 2010 to January 2013 made to people who had jobs when they were supposed to be unable to work. To be eligible for Social Security disability, beneficiaries must be unable to work due to a medical condition that's expected to last at least one year, or result in death. The list, however, includes murky afflictions like back pain, depression and other un-measurable afflictions, opening the system to fraud and abuse. .The revenues from taxation of benefits are earmarked for funding Social Security and Medicare benefits. "Those revenues take on new importance in 2020, as the coronavirus takes a significant toll on Social Security and Medicare payroll tax revenues with more than 40 million people out of work," Johnson says. .Even though I'm not on Medicare yet, these new quality initiatives will, one way or another will affect most patients, even those like me who are still under the age of 65 as doctors reorganize. I felt dumped. .Other Legislation Also Targets Scams and Fraud Against Seniors .TSCL's research has consistently found that Medicare Part B premiums rank as one of the fastest growing senior costs. Yet Medicare premium costs are not included in the measure currently used to determine the annual COLA — one major reason why COLAs do such a poor job of keeping up with rising healthcare costs. TSCL continues to lobby for a more fair and accurate COLA and supports legislation that would use a seniors' index — like the Consumer Price Index for the Elderly (CPI-E) — to determine the annual boost.
