    The Affordable Care Act made changes that slowly close the doughnut hole, but it's a lot like trying to fill a bathtub when the drain is still open. In 2017, those who fall into the coverage gap will have lower coinsurance, paying 40% of brand-name prices and 51% of generic prices. In 2018, those numbers will fall to 35% and 44%, respectively. And in 2020, they will be responsible for the standard 25% of the costs of both brand-name and generic drugs. However, beneficiaries will continue to be saddled with an ever-growing out-of-pocket maximum that must be paid before catastrophic coverage begins.     Legislation was introduced in the last Congress to remedy the new benefit reductions affecting people born in 1960— "The Social Security COVID Correction and Equity Act," introduced by Representative John Larson (CT-1), and the "Protecting Benefits for Retirees Act," introduced by Senators Tim Kaine (VA) and Bill Cassidy (LA). The Senior Citizens League strongly endorses legislation that would fix not only this notch but also provide permanent protection from this sort of recessionary reduction for past and future retirees as well. .This week, the Senate Finance Committee met to discuss the proposed Medicare Part B drug demonstration program with Dr. Patrick Conway, the Acting Principle Deputy Administrator and Chief Medical Officer of the Centers for Medicare and Medicaid Services (CMS). .One-out-of-three adults covered by Medicare is not getting regular routine dental care, according to TSCL's 2019 Senior Survey. We estimate that translates to roughly 20 million older Americans who are going without bi-annual cleanings, X-rays, and dental exams. Every year, after the budget for the next year is revealed, this cut is rescinded. .The Congressional Budget Office estimates that H.R. 3, Elijah E. Cummings Lower Drug Costs Now Act, prescription drug price negotiation legislation which is under debate in the House could lower government spending on Part D by 6 billion over a ten year period, but cautioned the estimates are uncertain, especially if price negotiations are implemented differently that the CBO's interpretation. .Both chambers of Congress adjourned for the President's Day Holiday this week and are expected to return to Capitol Hill on Monday, February 25th.
