"The Notch Fairness Act" would provide Notch Babies born from 1917 through 1926, or their survivors who receive benefits based on their accounts, a choice of either improved monthly benefits, or a lump-sum of ,000 payable over a four-year period. Recent surveys of TSCL members show more than 75% favor the lump-sum legislation. .Open enrollment for Medicare Advantage (MA) plans is now in progress, and before selecting or renewing your current plan, The Senior Citizens League (TSCL) encourages all members and supporters to explore their options diligently. According to the Congressional Budget Office, more than 0 billion will be cut from the program by 2023 due to requirements under the Affordable Care Act (ACA), and many MA plans may be making modifications to benefit packages and provider networks that could affect enrollees significantly. .Over the years, there have been many bills, some with large numbers of co-sponsors, to fix the Notch. Most of the proposed legislative "fixes" provided improved monthly benefits. "Notch Reform" bills encountered strenuous opposition. Objections centered on the lifetime cost of providing those benefits. In 1992, one widely-supported piece of legislation was estimated to cost 0 billion (including interest lost to the Social Security Trust Fund) through the year 2020. In addition, it was argued that the cost would cause the Social Security Trust Fund to become insolvent even sooner than projected. .Medicare expects to start mailing cards in May of 2018, but be patient. The cards are going out on a "rolling basis" to different states over the next 9 months (see the chart at the end of this article.)
