It's a seldom-acknowledged fact. Yet it has growing repercussions for U.S. senior citizens. Immigrants who worked here illegally can claim Social Security benefits based on those illegal earnings. Illegal workers often supply employers with fake, or invalid, Social Security numbers (SSNs) that are not authorized for work. When the Social Security Administration receives wage reports under a name and/or SSN that does not match the records, the wage reports accumulate in an "Earnings Suspense File." Later, the illegal worker can file a claim for benefits based on those earnings if he or she can show evidence (like a W2) of employment and earnings. .Tests are underway in up to 26 states to move as many as 3 million "dual eligibles" — people who receive both Medicare and Medicaid — into managed-care health plans. .Support for the IPAB at both hearings was scarce. Some Members, including the Ranking Member of the House Budget Committee, Chris Van Hollen (MD), called the IPAB a necessary "failsafe" measure that will stabilize healthcare costs. Telephone scammers are bilking Medicare out of billions of dollars, and bombarding millions of older U.S. consumers with multiple daily automated phone calls for everything from "free" back braces to genetic tests. While Medicare scams have been with us for decades, what's new is the use of automated calling technology, and the massive international scale of the scams. .The Affordable Care Act made changes that slowly close the doughnut hole, but it's a lot like trying to fill a bathtub when the drain is still open. In 2017, those who fall into the coverage gap will have lower coinsurance, paying 40% of brand-name prices and 51% of generic prices. In 2018, those numbers will fall to 35% and 44%, respectively. And in 2020, they will be responsible for the standard 25% of the costs of both brand-name and generic drugs. However, beneficiaries will continue to be saddled with an ever-growing out-of-pocket maximum that must be paid before catastrophic coverage begins. Over the next eight years, that maximum will grow from this year's ,850 to ,300 in 2024. .Alexandria, V An overwhelming majority of seniors oppose two Medicare changes that are among the most widely - discussed reforms in Congress, according to a new survey by The Senior Citizens League (TSCL). Eighty-one percent of seniors strongly oppose a proposal that would impose a significantly higher annual deductible while restricting supplemental Medigap plans from covering the cost. Only 1 percent of those responding favored the idea. Seventy - four percent also strongly oppose replacing Medicare with a premium support system of private health plans, and giving beneficiaries a premium subsidy or voucher to shop for a new health plan. You can receive benefit estimates based on your own earnings records that the SSA actually has on file for you. Still, these estimates lack the most recent earnings information, and don't give you a monthly estimate if you were to retire mid - year. .
