    A minimal source of supplemental benefits for seniors with extremely low benefits (Supplemental Security Income, or SSI). .Although Congress has often enacted "clean bill" debt limit increases, and may do so again, lawmakers have also paid for increases with other types of changes, including changes to Social Security and Medicare. In a 2015 debt limit deal, Congress ended a benefit claiming option that was one of the few ways married couples could maximize their benefits. The change affected some people who were already 62 and entitled to benefits. Implementing Medicaid cuts is proving even harder than getting the cuts enacted into law. In Connecticut for example, the state General Assembly recently voted overwhelmingly to reverse healthcare program cuts that they had passed just a few months before. Connecticut's 2017 budget agreement lowered the Medicaid program's income eligibility limits last year. The cuts, originally planned to go into effect January 1, would have kicked an estimated 86,000 older and disabled people off Medicare Savings Programs which pays Part B premiums and out -of - pocket costs, and moved another 27,000 to a second level of the program that provides less financial assistance. But, by January 8, 2018, the cuts were reversed by an overwhelming 130-3 vote, despite lingering concerns over financing. .The fact is there isn't much information yet— even though doctors and their staff are reporting huge amounts of data mandated by the 2010 health law. Based on what I've been able to learn, the Administration is still tinkering with the system. .This week, lawmakers remained in their home states and districts to continue campaigning for the November 8th elections. They are expected to return to Capitol Hill in mid-November to begin the lame duck session of Congress.
