The alternative to this approach is control by a board of unelected bureaucrats known as the Independent Payment Advisory Board (IPAB). This board will consist of 15 unelected, unaccountable bureaucrats empowered to make decisions about what kind of care people on Medicare can receive. I am greatly concerned that this board is being given way too much authority to determine what benefits are covered and how much physicians are paid. This commission's sole intention will be to determine whether Medicare is spending more than is budgeted and, if so, to offer "fixes" to cut back on Medicare spending that would then be fast-tracked with very little opportunity for Congressional input. President Obama's former Budget Director Peter Orszag called IPAB "the single biggest yielding of power to an independent entity since the creation of the federal reserve." I believe the best way to control costs in Medicare is to increase choice and competition, not cede control of health care decisions to a board of 15 unelected, unaccountable bureaucrats. .Several lawmakers at Tuesday's hearing promoted legislation they introduced this year to combat rising costs. Senator Al Franken (MN) asked his fellow committee members to support his Improving Access to Affordable Prescription Drugs Act (S. 771), which would take comprehensive steps to reform the prescription drug industry. In addition, Senator Bernie Sanders (VT) urged those on the committee to cosponsor his bipartisan Affordable and Safe Prescription Drug Importation Act (S. 469), which would allow individuals and pharmacies to import prescription drugs from approved pharmacies in Canada. ."If Congress adopts the more slowly-growing ?chained? CPI to calculate COLAs, that would cut the growth in average benefits, about ,100 per month today, by about ,742 over a 25-year retirement," states Larry Hyland, Chairman of TSCL. Under current law there's no citizenship requirement to receive benefits, but individuals must be lawfully present in the U.S. That will mean higher spending on Social Security and Medicare in the future, the CBO said. While the CBO said new payroll taxes would boost Social Security and Medicare's financial condition in the short term, in the long term federal spending would increase significantly as those people became eligible for benefits.
