The bill, known as the Grassley-Wyden bill, would create a rebate system in Medicare Part B and Part D beginning in 2022 for brand-name drugs and biological products with prices that increase faster than inflation. Conservative groups and some Senate Republicans have opposed the rebate system for Part D, the prescription drug benefit program, but not for Part B, the outpatient services program. .CBO's current estimate of the Old Age and Survivor's Insurance fund's exhaustion date is 2031, one year earlier than its estimate was in 201If current laws generally did not change, CBO estimated the balance of the Disability Insurance fund would be exhausted in 2026. .The new Antimicrobial Action Fund will look to buy or invest in small antibiotic companies and their products and will work with the World Health Organization and the European Investment Bank to identify promising prospects. The fund is expected to start operations by the end of the year and hopes to bring to market at least two to four novel antibiotics by 2030. .Interestingly, the big drug manufacturers do not like the new rule. A spokesperson for the Pharmaceutical Research and Manufacturers of America (PhRMA), the drug industry's largest trade group, said the rule is "unconscionable" for making it "harder for patients to use manufacturer cost-sharing assistance to lower their out-of-pocket costs for medicines." .The massive effort is needed to change how 59 million people enrolled in Medicare are identified. Historically the red, white, and blue Medicare cards have used the beneficiaries' Social Security number for the Medicare ID number. Unsurprisingly those numbers are a prime target for identity theft and fraud. The new cards come with a unique computer-generated series of 11 letters and numbers. .The Congressional Budget Office (CBO) projects that spending for Social Security, Medicare, other major healthcare programs, defense, and interest payments alone would require every dollar of revenue in about eight years, leaving nothing left over for the rest of the federal budget. The CBO further says that federal debt cannot grow faster than the nation's output indefinitely without causing long-term damage to the government's finances and broader economy. .Yet here we are today facing another failure to pass legislation on time, which has happened year after year under McConnell. .President Trump recently released a proposal that could change the way drugs are sold in the U.S. Patients have been forced to pay out-of-pocket costs based on the rising list price of drugs. The proposal would require that often-secretive discounts or rebates, received by pharmacy benefit managers from drug companies, would have to be credited at the pharmacy when a patient fills a prescription. For patients who need expensive drugs, out-of-pocket costs are likely to go down. .This will give them an additional week to try and get something done. If they can't by then, they'll either pass another short-term CR giving them additional time to work until probably Christmas, or they'll give up and go home for Christmas and push everything off to the new Congress and new President in January.
