In view of what happened and the substantial differential in pure dollar terms, TSCL believes "The Notch Fairness Act" is a fair, and even modest settlement for those who were affected by the Notch. "The Notch Fairness Act" would provide those born from 1917 through 1926 the option of choosing ,000 payable over a five year period or an improved monthly benefit. ."If Congress adopts the more slowly-growing ?chained? CPI to calculate COLAs, that would cut the growth in average benefits, about ,100 per month today, by about ,742 over a 25-year retirement," states Larry Hyland, Chairman of TSCL. The benefit reductions compound over time, hitting the oldest the hardest. "By the time age 62 retirees with average benefits today reach age 84, their monthly benefits would be about 8 lower than they would receive using the current COLA methodology," Hyland says. .Specialty-tier drugs are defined by Medicare, as those that cost more than 0 per month in 2019, and include drugs used to treat cancer, hepatitis C, multiple sclerosis (MS), and rheumatoid arthritis. Even when Part D enrollees reach the Medicare Part D catastrophic coverage phase, when co-insurance drops to 5%, beneficiaries who take these drugs can continue to face thousands of dollars in annual out-of-pocket costs, according to the Kaiser study. The study found that annual out-of-pocket costs for specialty drugs in 2019 are expected to average ,994 across the 28 specialty-tier drugs that are covered by drug plans. .TSCL was pleased to hear that SSA decided to reverse the policy this week after receiving complaints from beneficiaries. Policy analyst Jessie Gibbons also told Mary Beth Franklin of Investment News: "We believe the administration made the right decision to rescind their new cell phone texting requirement while they continue to pursue more options." .Now there are ads in various parts of the country being run by the Democratic Congressional Campaign Committee, accusing House Republicans of doing the bidding of drug industry donors by opposing the bill. Unremarked upon are the House Democrats who've also received money from the industry — and whose opposition is seen as potentially fatal to the legislation. .TSCL has long supported adding vision, dental and hearing benefits to Medicare, as well as supporting legislation to lower prescription drug prices. We are waiting to see what the final bills look like that come out of the House and Senate before we determine what kind of endorsement to give. .Medicare Has a Tele-Scam Problem Telephone scammers are bilking Medicare out of billions of dollars, and bombarding millions of older U.S. consumers with multiple daily automated phone calls for everything from "free" back braces to genetic tests. While Medicare scams have been with us for decades, what's new is the use of automated calling technology, and the massive international scale. Medicare Advantage Insurers Overcharged Medicare By Nearly Billion Medicare Advantage plans have overcharged Medicare by almost billion in recent years, but so far officials have only recovered a small fraction of that money.
