But when hold harmless is triggered more widely than usual, as we expect to be the case in 2021, there is no provision of law with which to finance the unpaid portion of Medicare Part B premium increases of the roughly 43 million who are protected by the provision. In the past, Congress has chosen to allow this cost burden to shift to the 30 percent of beneficiaries who are not held harmless. Because the cost is spread over far fewer people, instead of all beneficiaries, those who are not protected by hold harmless pay a far larger share of the costs, thus the huge Part B premium jumps. .Second, six new cosponsors signed on to the Standardizing Electronic Prior Authorization for Safe Prescribing Act (H.R. 4841), bringing the total up to twenty-six cosponsors. The new cosponsors are: Representative Adam Schiff (CA-28), Representative Joe Kennedy (MA-4), Representative Greg Walden (OR-2), Representative Kevin Kramer (ND-1), Representative Dan Webster (FL-11), and Representative Don Bacon (NE-2). If adopted, H.R. 4841 would allow for and standardize electronic prior authorization for Medicare Part D beneficiaries. .That report estimates the Social Security trust fund could be depleted by 2030, five years earlier than the official government estimate, because of the recession and long-term near-zero interest rates triggered by the pandemic. .It is times like these when Social Security benefits are increasingly important, when "the best laid plans" are going awry for millions of seniors. As Congress considers changes to the Social Security system, TSCL is urging Congress to make the need for adequate and stable benefits a priority. .The high cost of treatment is a frequently cited barrier by those who are not getting the dental care they need. We explained that we at TSCL are taking a "wait and see" approach because of concerns about the orders and the limitations that are involved with them. .It's unknown whether or not Congress will tackle the SGR before the end of the year, but most Subcommittee Members at Wednesday's hearing did seem set on providing extensions for the other payment provisions that are nearing expiration. .Normally it would seem logical that a bi-partisan bill would have a very good chance of passing in the Senate, but these are not normal times. In fact, four of the five Republican Senators whose offices we visited this week, and who are on the Finance Committee, voted against their own chairman's bill. The five Senate offices we met with were Scott (SC), Thune (SD), Toomey (PA), Alexander (TN), and Burr (NC). We picked these Senators because all are members of at least one of the committees that any bill to lower drug costs would have to go through.
