Legislative Update Week Ending July 29 2016
This week, one new cosponsor – Rep. John Sarbanes (MD-3) – signed on to the Protecting and Preserving Social Security Act (H.R. 1811), bringing the total up to eleven. If signed into law, H.R. 1811 would base Social Security cost-of-living adjustments (COLAs) on the Consumer Price Index for the Elderly (CPI-E) and it would gradually phase out the cap on income subject to the payroll tax. It would extend the program's solvency for decades into the future responsibly, without cutting benefits for seniors. .In addition, we will be urging lawmakers to adopt legislation that would result in more fair and accurate COLAs in the future. Several bills before Congress would accomplish this, including the CPI-E Act (H.R. 3351), the Guaranteed 3% COLA Act (H.R. 3588), the Social Security 2100 Act (S. 1904, H.R. 1391), and the Social Security Expansion Act (S. 731). The majority of survey participants, 72 percent, reported that their household budgets had gone up per month during 2015 even though the CPI-W in 2015 indicated that no COLA (for 2016) was payable. … Continued

The explosive cost of specialty drugs, that offer major treatment advances for people with life-threatening diseases, is not only threatening access to these treatments, but threatens to drain retirement savings, and leave widows and widowers in poverty after the death of a spouse. Unlike Medicare Advantage plans, and health insurance plans covering working-age adults, Medicare Part D has no annual out-of-pocket maximum to protect people with the highest drug costs. .May Signal Zero COLA for 2016 .Get signed up for Medicare now in order to have your coverage start the month you turn 65! .The first new rule affects Medicare Part B drug costs, which are typically infused or injected drugs used mainly in the treatment of cancer. The intent is to cap the cost of those drugs at the lowest price that drug manufacturers receive in other countries and to pay doctors a flat fee for each dose of a drug, instead of a percentage of each drug's cost. .Demographics dictate that Medicare spending will climb in the future as more people become eligible and enroll, and as aging increases the need for more healthcare services. Cutting the growth of Medicare spending without cutting access to affordable care for seniors will be a monumental challenge for Congress. TSCL believes a great deal more can be done to find savings by making the system more efficient and to clamp down on fraud, waste and abuse. .Furthermore, this hurricane season is predicted to be a very bad one and money taken from FEMA for unemployment payments may be needed to deal with the destruction caused by the storms. What is more, the California fire season appears to be underway and federal funds are often used for relief efforts with those. .Mary Johnson .Cutting off the flow of benefits when a Social Security recipient dies is important to protect program finances from going to people who aren't entitled to them. The Social Security Administration maintains a list of deceased beneficiaries called the "Death Master File" to help public agencies and private companies know when a Social Security number is no longer valid. Keeping that list up to date is vitally important. But a new report from the Inspector General of the Social Security Administration confirms that the Social Security Administration indeed has a major problem. .Perhaps the single biggest difference between Ponzi schemes and Social Security is you and your vote. Voters have a tremendous influence in the choices that elected Members of Congress make to ensure that the program remains sound today and in the future. Social Security has been in continuous operation since 193Ponzi's scheme lasted barely 200 days.
