    Social Security Earnings Repeal Act Introduced in the House .(For more details see our "FAHow ‘Undocumented' Workers Are Becoming Entitled To Social Security.") Of particular importance is an exception that applies to immigrants receiving benefits living in a country with which the U.S. has a totalization agreement. It appears that under the U.S./Mexico Totalization Agreement, all that any illegal Mexican worker must do to qualify for benefits is return to Mexico. Once a claim has been filed, the U.S. Social Security system counts all earnings, even for jobs worked without legal authorization, to determine entitlement to benefits. TSCL is particularly wary of how the 2012 presidential election may affect the status of the agreement. And, even if voters send a new president to the White House, the agreement will continue to remain pending even if no action is taken by President Obama, for the next President's consideration. .This week, one new cosponsor – Rep. John Garamendi (CA-3) – signed on to the SAVE Benefits Act (H.R. 4012), which was recently introduced in the House by Rep. Alan Grayson (FL-9). If signed into law, the bill would give Social Security beneficiaries a 3.9 percent COLA next year instead of the zero COLA they are expected to receive. It would cover the cost of the emergency COLA and extend the solvency of the Trust Funds by closing a loophole that allows corporations to deduct executive bonuses from their taxes. … Continued

    Again, according to Bloomberg News, "Manufacturers have to offer Medicaid plans their lowest possible price under federal regulations in order to participate in other federal drug programs, which is likely why the Medicaid prices are so low." .Regarding Social Security, TSCL was pleased to see that the President's proposal did not include the "chained" CPI, as it did last year. Many in Congress were also relieved by its absence. Shortly after the blueprint was released, Sen. Bernie Sanders (VT) – founder of the Defending Social Security Caucus – said, "I am especially proud that the President did not renew his proposal to cut Social Security benefits. With … more people living in poverty than ever before, we cannot afford to make life even more difficult for seniors." ."For the third year in a row, millions of older Americans will once again see no increase in their net operating Social Security payments, particularly if Medicare Part B premiums remain 4 per month in 2018, as currently forecast by the Medicare Trustees," says TSCL's Social Security and Medicare Policy Analyst, Mary Johnson. "The problem is that a substantial portion of beneficiaries currently are paying a Part B premium that is about less than that now," Johnson says. … Continued

Many of the recommendations that TSCL made to the House Ways and Means Committee back in August were signed into law, including provisions that will ramp up fraud prevention and test new work incentives for beneficiaries. States are required by law to balance their budgets and Medicaid is one of the largest items in the budgets of many states.
