    This week, one member of TSCL's Board of Trustees – Legislative Liaison Joe Kluck – visited Capitol Hill to advocate for legislation that would strengthen and improve the Social Security and Medicare programs. The following key issues were discussed in several meetings with Members of Congress and congressional staff this week: .On Tuesday, the Trustees of the Social Security and Medicare programs released their annual reports on the current and projected financial status of the two programs. As expected, the Trustees found that both programs currently face manageable financial challenges. .In addition, one new cosponsor – Rep. Zoe Lofgren (CA-19) – signed on to the Strengthening Social Security Act (H.R. 3118). The cosponsor total is now up to thirty-eight. If signed into law, the bill would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would adopt the CPI-E, resulting in more accurate COLAs; and it would lift the cap on income subject to the payroll tax. H.R. 3118 would extend the solvency of the Social Security Trust Fund responsibly, without cutting benefits for seniors. … Continued

Citing massive "sequester" budget and staff cuts, federal officials are set to scale back or drop investigations into Medicare and Medicaid fraud and abuse cases. The Department of Health and Human Services may lose a total of 400 staffers and the existing staff is stretched so thin that it was unable to investigate about 1,200 cases of Medicare and Medicaid fraud and abuse last year. .Also last week, House Democrats unveiled a range of health care measures to be included in their coming .5 trillion package, including provisions to lower prescription drug prices and expand Medicaid in the 12 GOP-led states that have refused to do so. The measure unveiled by the House Energy and Commerce Committee includes legislation to allow the Secretary of Health and Human Services to negotiate lower drug prices, known as H.R. 3. .Congress was out of session this week because of the Presidents' Day holiday. Nearly all of those up for re-election (all of the House of Representatives and one-third of the Senate) were back in their home states and districts, most likely meeting with constituents and/or raising money for their campaigns. So although there was not a lot of news coming out of Congress, news was being made by the Trump administration. .Proponents of the measure, which include some Democrats, say that addressing the projected shortfalls now would prevent draconian cuts or tax hikes later. The legislation would create congressional panels mandated to draft bipartisan legislation that restores solvency of the trust funds, and the bills would receive fast-track consideration in each chamber. .Tax Reform Legislation Introduced in House .The measure has bipartisan backing in the Senate, as well as support from some moderate House Democrats. However, it is facing opposition from House leaders who say the legislation is a roundabout way to cut Social Security benefits.
