There is some talk on Capitol Hill of offering seniors limited vouchers to use toward dental benefits before 2028 as a compromise. .If you would like to continue receiving these press releases via email, please send your email address to [email protected]. .Budget Committee Debates Future of DI Program .Medicare has recently issued a proposed rule that would require, with some exceptions, patients who stay in the hospital two days or less to be classified as observation patients, and those who stay longer to be admitted as an inpatient. But the rule does not require hospitals to tell patients when they are in observation status or allow them to appeal the decision before they leave. Medicare recommends patients who are in the hospital for "more than a few hours" to learn their status. TSCL believes that the rules unfairly burden Medicare patients and their families, and believes that patients have a right to know their observation status and to be given an opportunity to appeal the determination. (CMS No. 11435). .It was during this time that TREA Senior Citizens League (TSCL) was founded, and of its primary goals became the representation of those affected by the Notch in Congress. Recognizing that Congress created the Notch by reducing Social Security benefits in the past, and that baby-boomers nearing retirement would provide continuing pressure to reduce benefits in the near future, TSCL's primary mission is to protect "earned" Social Security and Medicare benefits. .Recent proposals would provide "block grants" or cap federal funding for Medicaid and give states additional flexibility over how they run their programs. Under the budget plan passed by the House of Representatives, beginning in 2013, the state grants would increase annually at the rate of overall inflation, but that rate, as seniors are all too aware, is far below that of inflation for healthcare costs. Analysts say that, as a result, states that cannot keep up with the program costs, are likely to scale back coverage. TSCL believes that Congress should consider better options to ensure that the seniors who are dependent on long-term care services will be able to continue to rely on those services. .Finally, two new cosponsors – Representative Daniel Lipinski (IL-3) and Representative Glenn Grothman (WI-6) – signed on to the CREATES Act (H.R. 2212), bringing the total up to twenty-five. The CREATES Act, if adopted, would increase competition in the prescription drug industry by encouraging generic and biosimilar drug manufacturers to introduce their products to the market more quickly.
