    Healthcare researchers are questioning the surge in medical testing, particularly the aggressive use of advanced radiology tests like CTs, MRIs and ultrasounds. Their use has become routine, but doctors are not necessarily diagnosing more diseases and the tests can expose patients to high levels of radiation that can cause cancer. Some critics blame "defensive medicine" to avoid malpractice suits, but that's only part of the problem. Some critics say that the tests are becoming a crutch as doctors have less and less time to spend with patients. And all say that the profit motives give doctors incentives to over prescribe the tests. .By way of a quick explanation, except for special circumstances, any legislation that goes through Congress has to start in the committee of jurisdiction, meaning the committee that deals with legislation pertaining to a specific subject. In the case of prescription drug legislation, those committees are Finance, Health, Education, Labor and Pensions, and Appropriations. House Ways and Means Committee Chairman Dave Camp (MI-4) and Senate Finance Committee Chairman Max Baucus (MT) led the 20 congressional conference committee members in talks aimed at producing a bill by the February 29th deadline. .Medicare is structured to pay more to providers based on how sick people are — not on making them well.
