    On Tuesday, the House Energy and Commerce Health Subcommittee approved legislation that would repeal and replace the sustainable growth rate (SGR), which is the flawed formula that is currently used to determine reimbursements for physicians who treat Medicare patients. The SGR regularly calls for steep pay cuts for doctors and other providers, threatening beneficiaries' access to medical care. .Signatures on the Notch Victim Constituent Petition are also helping to convince more lawmakers than ever to co-sponsor "The Notch Fairness Act." .Unfortunately, no. The highly controversial U.S. Social Security Totalization Agreement with Mexico that was signed by the Bush Administration is still pending. The agreement has not been submitted for review to the President or Congress, but that could quickly change, particularly in an election year. TSCL believes that if put into effect as it currently is written, the agreement would drain funds away from Social Security that are needed for the benefits of U.S. senior citizens. Totalization agreements were designed to eliminate dual taxation that occurs when a workers from one country works in another country and is required to pay Social Security taxes to both countries on the same earnings. … Continued

This fifteen-member board of unelected officials was created by the Affordable Care Act in 2010 to keep Medicare spending down when it exceeded a certain level. While that level was never surpassed and no members were ever appointed to the board, TSCL felt that it could have threatened access to quality medical care for Medicare beneficiaries since it had the power to cut payments to doctors and limit networks of providers. TSCL has advocated for bipartisan legislation for years that would have eliminated the IPAB, and we were pleased that the Bipartisan Budget Act did just that. .Should Social Security benefits be adjusted annually using a locality – based payment rate? Some of you, particularly those of you who are retired federal employees know far more about locality - based pay adjustments than I do. I hope you folks can set us straight on a new legislative proposal that would use locality- based pay adjustment rates to adjust Social Security benefits. My quest­ion to you — is this a good idea? Why or why not? .Two new pieces of legislation in addition to H.R.1565 (see above) have been introduced to stop these kinds of scams. .The annual COLA increased Social Security benefits in January of 2021 by just 1.3 percent. While the lack of inflation in 2020 did somewhat improve the buying power of Social Security benefits by 2 percentage points by the month of January 2021 — from a loss in buying power of 30 percent to a loss of 28 percent — that improvement was completely wiped out by soaring inflation in February and March of this year. .Senior Medicare Patrol Saved Millions in 2013 .Finally, one new cosponsor – Congresswoman Pramila Jayapal (WA-7) – signed on to Congresswoman Jan Schakowsky's (IL-9) Improving Access to Affordable Prescription Drugs Act (H.R. 1776). The cosponsor total is now up to seventeen in the House. If adopted, it would take several steps to reduce prescription drug costs.
