    TSCL recently solicited membership support for three issues critical to seniors' needs: Social Security Fairness (COLA), Notch Reform, and the Anti-Totalization Agreement. Collectively, these issues represent key legislation that TSCL believes will help protect the earned benefits for our supporters and formed the focus of our grassroots Congressional petition campaign. This campaign centered on educating and calling on all U.S. Representatives to support the: Consumer Price Index for Elderly Consumers Act, Guaranteed 3% COLA for Seniors Act, Social Security Guarantee Act, Notch Fairness Act, No Social Security for Illegal Immigrants Act, and Social Security for Americans Only Act. .On Tuesday – three months later – a panel of three judges rejected the Obama administration's request in a 2-1 decision. They ruled that the state of Texas does have the legal standing to challenge President Obama's executive orders since implementing them will be costly to the state. .The new low comes as COLAs have flat-lined over the past seven years, averaging just 1.2% — less than half the 3% average over the two decades prior to 20The long-term financial impact on anticipated retirement benefits is significant and growing, says TSCL's Executive Director, Shannon Benton. "People lose the effect of compounding when benefit raises are at these extreme lows," she explains.     Eight new Members of Congress signed on to the Social Security Fairness Act (H.R. 1332) this week, bringing the cosponsor total up to 11If signed into law, the Social Security Fairness Act would repeal the government pension offset (GPO) and the windfall elimination provision (WEP) of the Social Security Act. .The number of Medicare patients in observation stays has jumped 69% in the past five years, according to federal records. They are also staying in the hospital longer. Even though Medicare recommends that hospitals decide within 24 to 48 hours whether to admit or discharge patients, the number of observation stays exceeding 24 hours have nearly doubled. .The SSA and the AARP say, however, the Notch affects only those born during the five-year period of 1917 through 192Those born during that period were covered by a special transitional benefit formula, the purpose of which was to provide a 5-year phase-in for the new 1977 benefit formula. … Continued

The Congressional Budget Office recently issued a report stating that the federal budget will hit the debt limit and run out of cash early to mid-October. Some Congressional leaders have said they would like to vote on the budget and upcoming debt limit negotiations prior to the August recess. To learn more, visit . .This week, Members of Congress remained in their home states and districts to prepare for the upcoming election, and The Senior Citizens League (TSCL) saw support grow for one key bill. .Taxpayers may receive part of their credit in 2021 before filing their 2021 tax return. .This week, TSCL endorsed two new bills from Congressman Lloyd Doggett (TX-35) – the Transparent Drug Pricing Act (H.R. 4116) and the Competitive DRUGS Act (H.R. 4117). If signed into law, the bills would promote transparency in the prescription drug industry and prevent anti-competitive pay-for-delay deals, in which brand-name drug companies pay generic drug makers millions of dollars to delay the introduction of their generic medicines to the market. .TSCL recently released an analysis of the proposal that estimates the chained CPI would cut the growth in average benefits of ,100 today by ,634 over the course of a 25-year retirement, and that assumes that the economy becomes more stable soon. The reductions in COLA growth compound over time, and are the deepest when seniors are the oldest and sickest. By the time seniors are in their late 80s or 90s, when they are most likely to have chronic health problems, monthly benefits would be about 5 lower using the chained CPI. .Those receiving work authorization become vested for benefits with as little as ten years of earnings. The oldest of those who are eligible for the deferred action could potentially have worked illegally long enough to be "vested," or nearly so, for Social Security already — including disability benefits. Once illegal workers gain a work-authorized Social Security number, individuals who have evidence of earnings, even for jobs worked under invalid Social Security numbers, may claim and reinstate those earnings under their own number. The earnings are then later used to determine Social Security benefits. .What would you say are the three most important decisions to maximize Social Security? .In our meetings this week we were pleased to learn that the members of Congress whose offices we visited plan on once again co-sponsoring the Notch bill. We also were very encourages to learn that there is a new bill that would repeal the Windfall Elimination Provision that has the best chance in years of moving out of committee and forward to the full House of Representatives for a vote. .Last week TSCL was contacted by the office of Congressman Peter DeFazio (D-Wash.) seeking our endorsement of legislation he is introducing titled the "Social Security Stabilization and Enhancement Act." Rep. DeFazio says this bill is a fix for the looming Social Security Trust Fund insolvency.
