    The Consumer Price Index for Elderly Consumers (CPI-E) Act — Congressman John Garamendi (CA-3) introduced the bipartisan CPI-E Act in the 115th Congress, and in TSCL's December meeting with his office, he committed to re-introducing the bill once again in 201If adopted, his bill would enhance Social Security benefits by basing cost-of-living adjustments (COLAs) on an inflation index specifically for seniors. Under current law, COLAs are based on the way young, urban workers spend their money. .Some issues of controversy inevitably arose at Thursday's hearing, but common ground was also found on the important issue of corporate tax reform. The Joint Committee, which must hold a vote on its final proposal before Thanksgiving, will likely hold a third public hearing in the coming weeks.     While President Obama spent much of his speech to the nation discussing economic policies, he did take the time to direct a message to legislators in attendance. The President pleaded that lawmakers send him immigration reform legislation that would enable illegal immigrants to earn their citizenship so he could "sign it right away." President Obama said he is "prepared to make reforms" that would "rein in the long-term costs" of Social Security, Medicare, and Medicaid programs. .False and invalid Social Security numbers SSNs are supplied to employers virtually without any serious or immediate consequence. Illegal immigrants work using numbers belonging to another person, numbers that have been made up, by using "non-work" SSNs. Employers report the wages using these numbers or in some cases where no number exists, file the reports using a series of zeros in the SSN box (000-00-000).(7) In addition, immigrants who are in the U.S. illegally may work under one or more aliases. The unauthorized wages earned and reported under invalid SSNs represent a rapidly growing future benefit liability should Congress enact immigration reform that gives work authorization to immigrants working in this country illegally today. . According to studies performed for TSCL, many Notch Babies, particularly those who rely on Social Security for most, if not all, of their income, are at risk for living near or below the federal poverty level.
