In May, I introduced bipartisan legislation with Rep. Joe Heck (NV-R). Our plan, the Medicare Physician Payment Innovation Act (H.R.5707), ends the broken physician reimbursement system and replaces it with a new, long-term plan that will treat physicians fairly, improve patient outcomes, and reduce costs in Medicare. It also sets us on a long-term path toward greater quality, value, and fiscal responsibility in Medicare and will save billions for taxpayers over the long run. This bill has been endorsed by the Fleet Reserve Association, American Academy of Family Physicians, American College of Physicians, the American Geriatrics Society, and other leading organizations. .We know from past surveys and email comments that you want the freedom to choose how you receive your Medicare benefits — either through a Medigap supplement and Part D plan, or a Medicare Advantage plan that includes drug coverage. Nobody wants to get a cancellation notice or to give up their doctor, hospital or other important provider because their health plan is closing. Maintaining affordable access to quality healthcare coverage is the key issue for every Medicare beneficiary and for TSCL. Coming up with a plan to pay for all this is the hard part which depends heavily on how quickly we can get our economy up and running full speed again and get people back to work. .Drug companies and some patient groups have long criticized proposals like this last rule, saying it would reduce innovation and access to certain medications. In addition, drug makers are particularly leery of the approach since Democrats want to use it more broadly to allow Medicare to directly negotiate prices. .For more than three decades the government has quietly made numerous changes to how the cost of living is defined and measured — asserting that the changes make the CPI more accurate. The general public for the most part is unaware of the changes, and more importantly the financial impact on benefits has never been publically disclosed. .This is precisely what happened to Notch Babies. In 1977, Congress did not have the same benefit of computer software that so quickly does the projections and estimates that we have today. But even if Congress had developed examples illustrating benefit differentials among different categories of receipients "they would not have shown as great differentials as actually developed," said a paper written by James W. Kelly and Joseph R. Humphreys, that appeared in the 1994 report of The Social Security Notch Commission. Some reductions of 10% to 14% would have been anticipated at the time, but because inflation grew much more quickly than estimated, and wages grew much more slowly, benefits were reduced 13% — 30% for Notch Babies under actual conditions. .What Is the Risk of Catching the Coronavirus on a Plane? .While the policy will mean that Medicare would spend less, patients will spend more— often, a lot more, and the charges would broadside most beneficiaries, coming as a complete surprise. Please sign our petition! .A major reason that the COLA is so low is the consumer price index that the government uses to calculate the increase. Under current law, the COLA is tied to the increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). That index surveys the spending patterns of younger working adults and does not include the market basket of goods and services that is more typical of people age 62 and over. The CPI-W gives greater weight to goods and services that younger workers spend more on, like gasoline prices and electronics, which have dramatically dropped in price over the past two years. It gives less weight to housing and medical expenses even though those two categories have experienced bigger price jumps over the past two years, and are the two biggest spending categories for older consumers. .This does not mean you should stop using hand sanitizers when you cannot thoroughly wash your hands.
