Enhancing Social Security Statement Submitted To Ways And Means Subcommittee
'It´s not clear why the administration hasn't made a bigger push to line up votes to get a bill through the Senate and a deal with Congress, given strong public support to lower drug costs,' said Tricia Neuman, a Medicare expert with the nonpartisan Kaiser Family Foundation. .If signed into law, the Medicare Advantage Participant Bill of Rights Act would prevent Medicare Advantage plans from dropping physicians from their networks during the middle of the year, and it would require them to finalize their networks sixty days prior to the start of the open enrollment period. .On Wednesday, Congressmen Elijah Cummings (MD-7) and Peter Welch (VT) met with President Donald Trump to discuss the state of the prescription drug industry. At the meeting, they requested President Trump's support for TSCL-backed legislation called the Medicare Prescription Drug Price Negotiation Act (H.R. 242, S. 41), which would require the federal government to negotiate lower drug prices on behalf of Medicare Part D beneficiaries. The Senior Citizens League Weekly Update 1 17 2020
Is the annual amount of coverage capped? Dental plans often cover only a certain amount of dental services, up to a cap such as 0 to ,500 per year. The cost of preventive services such as cleanings and X-rays is generally not subtracted from the maximum, but it's important that you find out. If you think you will be needing pricey services soon, then look for the plan that offers the highest amount of coverage at the lowest cost. .Under current law, the Social Security COLA is determined by the percentage change in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). This index surveys the spending patterns of younger working adults under the age of 62 and doesn't include the households of people who are retired. But older and disabled Social Security recipients allocate their budgets differently than younger working adults, spending a larger share of their income on medical and housing costs which, in many years, tend to rise faster than overall all inflation. .The Senior Citizens League proposes that Congress enact an emergency COLA or one - time benefit boost payable for 202TSCL supports legislation that would ensure that COLAs are no less than 3 percent. But the organization also recognizes that the Congressional Budget Office (CBO), in its January 2020 baseline, estimated that a 2.5 percent COLA would be payable for 202Thus, providing a 2.5 percent emergency COLA would provide what has already been projected for Social Security benefits by the CBO. … Continued
"TSCL's concern is not over taxes collected under valid Social Security numbers," Cates says. "Our concern is over the use of earnings under invalid or fraudulent Social Security numbers to determine benefits," he explains. Earnings reported under invalid numbers most often occur when noncitizens work without legal authorization. But due to a loophole in current law, Social Security uses all earnings to determine benefits, even those from jobs worked under invalid and fraudulent Social Security numbers. Social Security thus pays benefits for the rest of the individual's life that may be based at least in part, on work under invalid Social Security numbers. TSCL believes this policy rewards people for document fraud. .To identify people in the country illegally, Medicare relies on information from the Social Security Administration in order to deny claims. The Social Security Administration receives data from the Department of Homeland Security and other agencies but CMS doesn't always receive information relating to unlawful presence in a timely manner, according to the Inspector General. .How much are you spending on prescriptions? Be sure to take TSCL's 2019 Senior Survey and let us know. TSCL is working with Members of Congress to enact legislation that would allow Medicare to negotiate drug prices and supports bills that would cap or reduce out-of-pocket spending. .How much are you spending on prescription drugs? Please tell us by taking our 2019 Senior Survey. .For help estimating how much your benefits should be, the Social Security website has an earnings test calculator. For more information about the earnings limits, get "How Work Affects Your Benefits" Social Security Publication No. 05-10069. .Near the end of the hearing, the focus finally shifted to options for fixing the financing shortfall. Charles Blahous and Robert Reischauer offered some suggestions. Mr. Blahous recommended that Congress gradually raise the age of retirement to seventy, that they reduce benefits progressively by modifying the benefit formula, and that they offer more incentives for workers who delay their retirement. Mr. Reischauer offered similar suggestions, but added that he would like to see the taxable maximum raised to cover 90% of wages. .Legislation to help state is urgently needed because some of them are already cutting Medicaid. States are required by law to balance their budgets and Medicaid is one of the largest items in the budgets of many states. And of course, cuts to Medicaid hurt some of the most vulnerable seniors as well as others who could not otherwise afford the health care they need. .In July of 2011, the Department of Health and Human Services proposed a rule under the Patient Protection and Affordable Care Act regarding risk adjustment. Under this rule, the Federal Government is requiring health insurers to provide confidential and detailed medical information about a person. Aside from the fact that this is an invasion of privacy, we must also remember the Federal Government's lack of accountability with health records when over 5 million TRICARE records were stolen from the car of a government contractor this past fall. .In addition, U.S. Customs may be trying to clamp down on prescription drugs being shipped to American consumers from Canadian pharmacies. Although "reimportation" of prescription drugs from abroad continues to be illegal, Customs and Food and Drug Administration (FDA) officials have only intermittently seized shipments of Canadian drugs in the past. Canadian mail order pharmacies and drug-buying programs run by senior advocates reported earlier this year that the number of seizures has more than quadrupled recently.
