The Senate-passed bill includes a repeal of the Affordable Care Act's individual mandate, which experts predict will result in a loss of health insurance coverage for 4 million individuals, many of whom are older Americans who are not yet eligible for Medicare. Those who remain insured through the individual market are expected to see premium increases of 10 percent or more – a hike that would make health insurance unaffordable for many. Most House Republicans have said they support a repeal of the mandate, and it is expected to be included in the final version of the bill. .On Tuesday, two Senate Committees – the Budget Committee and the Homeland Security and Governmental Affairs Committee – held confirmation hearings to question Congressman Mick Mulvaney (SC-5), who was nominated by President Trump to serve as Director of the Office of Management and Budget. The amount they pay varies depending on income. According to Medicare Trustees, their premium increases will range from to per month. .Access to work authorization is a key issue for Social Security. With work authorization, non-citizen workers can become eligible for Social Security and Medicare benefits. Under current law workers become fully eligible for Social Security benefits after ten years of work. A new survey by the Pew Hispanic Center indicates that an estimated 6.4 million illegals have been living in this country for at least 10 years and thus potentially would be in line for Social Security and Medicare should they receive work authorization. .Despite tightening the law, Congress did not fix a policy loophole that would be inadvertently triggered with the passage of comprehensive immigration reform legislation. When determining entitlement for insured status, and when calculating the initial retirement benefit, the Social Security Administration (SSA) uses all reported earnings from covered employment in the United States, even if the earnings were from illegal or "unauthorized" work. (2) .Proponents of cutting benefits argue that Social Security, as it is currently structured, is unstainable because there are fewer workers to support current retirees. Social Security is estimated to run short of funds in about 15 years. Without changes and soon, Social Security benefits would have to be reduced by about 22% to match the amount of revenues that the program receives. .This study illustrates why legislation is needed to provide a more fair and adequate COLA. He calls for billion of funding from the Department of Homeland Security's Disaster Relief Fund that is normally used for hurricanes, tornadoes, and massive fires to be shifted over to unemployment. .TSCL is hopeful that lawmakers will successfully repeal and replace the SGR by the end of this year since doing so would bring increased stability to the Medicare program for both doctors and patients. However, we are opposed to offsets that would reduce Medicare benefits or require seniors to pay more for their health care, and we firmly believe that beneficiaries should not be penalized for the poor policy-making decisions that were made by Congress more than a decade ago.
