  • Health Care System Weaknesses Magnified During Pandemic

    Action on Capitol Hill slowed down this week as Members of Congress returned to their home states and districts for the week-long holiday recess. Meanwhile, The Senior Citizens League (TSCL) announced its support for Medicare fraud prevention legislation, and one key bill gained a new cosponsor. .TSCL is mounting a campaign that strongly urges seniors nationwide to speak out against benefit cuts. "We hope you'll sign and return the petitions we are mailing to supporters against the 'Chained COLA'," says TSCL's Executive Director, Shannon Benton. "Chaining the COLA is a 2 billion cut that will reduce your benefits by as much as 9% over the course of a retirement," Benton notes. .If adopted, the Ways and Means Committee's tax bill would consolidate the existing individual tax brackets, phase in a repeal of the estate tax, and permanently reduce the corporate tax rate, among many other provisions. The bill does not include reductions to the limits on 401(k) contributions as many – including TSCL – expected. We try not to repeat news here that is available to everyone who gets their news from TV, radio, newspapers or online, but there are two things that occurred in all the activity that are especially important to seniors. .The payraise goes into effect automatically unless denied by legislation, or adjusted by a provision of law that prevents Congress from receiving a percentage of pay increase that would be greater than any payraise received by the General Schedule to federal workers. When Congress passed legislation in December of 2010 that froze the pay of federal workers through December 31, 2012, they effectively froze their own pay as well. No similar provision of law, however, prevents Congress from receiving a bigger COLA than seniors. The adjustment for Congress is not determined like the COLA for seniors, which is based on changes in consumer prices. Instead the Congressional COLA is based on changes in private sector wages and salaries as measured by the Employment Cost Index. Members of Congress were originally scheduled to receive a pay adjustment in January 2010, of 2.1%, and in 2011 of 0.9% had legislation not prohibited it.
