Legislative Update Week Ending January 23 2015
Also last year, I introduced the Medicare Advantage Coverage Transparency Act which was ultimately passed with unanimous support and then signed into law by President Obama. Decision-making in Washington should be based on transparency. A truly representative legislature should foster a culture of openness, which is why this law now requires the Department of Health and Human Services (HHS) to offer Congress expanded information on Medicare Advantage enrollment each year based on zip code, congressional district, and state. The purpose of this additional data is to provide greater information to the public, to policymakers, and to the health care community so they may have the most up-to-date information when making decisions. .The CBO said earlier this year that if the Congress did not take action to address the shortfalls, the balances in the two trust funds would be exhausted within the next 10 years: Medicare's Hospital Insurance (HI) Trust Fund (in fiscal year 2024), and Social Security's Disability Insurance (DI) Trust Fund (in fiscal year 2026) .Many believe that Sen. Conrad's plan entails a fair balance of spending cuts and revenue increases, and they are pleased that he has revived the Fiscal Commission's recommendations. According to the 2020 Social Security Trustees report, which does not include estimates of the impact of the coronavirus, Social Security is expected to receive about 3.3 billion in payroll tax revenues this year. I've heard a lot of confusing advice on when to start Social Security. I'm divorced, single, and I turn 63 this year. I know that by waiting, my benefit will grow, but I'm not sure how much longer I will have my job. I need to augment my income now, especially to afford my health insurance costs. I don't have much in retirement savings. What are my best options? .Social Security recipients, on the other hand, wouldn't have received anything during that period because the price inflation, as measured by the government's Consumer Price Index for Workers (CPI-W), fell and was not high enough for a COLA to be payable at all until January of this year. The projected Congressional COLA for 2013 is 1.1% and that would equal an extra ,900 if it takes effect, resulting in an annual salary of 5,900. The Congressional Budget Office (CBO) recently projected that seniors would receive a 1.3% COLA in 201If the CBO is correct, the COLA would only raise average annual Social Security benefits about 9, from ,200 in 2012 to ,389 in 201There's a widespread misconception that Members of Congress don't pay into Social Security. That's not true. They do — but not on all of their salary. .What is the ,000 Lump-Sum Settlement? .This tax season is likely to be more uncertain for taxpayers of all ages due to the impact of COVID-19 on business closures, loss of income from earnings and wages, a temporary waiver of minimum distributions from retirement accounts, high medical costs for some people, confusion over tax treatment of working from home, and how stimulus payments and program benefits such as unemployment should be treated for tax purposes. .More than 42.4% of people 65 and older had incomes below 200% of poverty under the Supplemental Poverty Measure, compared to 30.4% under the official measure. .How have you been affected by high Medicare Part B premium increases? To participate in a survey, visit The Senior Citizens League's website at . .Sen. Mazie Hirono (HI) introduced S. 960 on April 15, 201It has since been referred to the Committee on Finance. .That has never been truer than in this Congress. In trying to craft the new legislation to improve Medicare benefits and lower drug prices, it turns out it's not just Democrat vs. Republican, it's also Senate vs. House, Democrat vs. Democrat, and to a lesser extent, Republican vs. Republican. .On Wednesday, the Ways and Means Social Security Subcommittee met to discuss fraud, waste, and abuse within the Disability Insurance (DI) program. Subcommittee members heard from two expert witnesses – Sean Brune of the Social Security Administration (SSA) and Seto Bagdoyan of the Government Accountability Office (GAO) – on recent progress the administration has made in detecting and preventing fraud.
