Already, 1-in-3 physicians are limiting the number of Medicare patients they see, and 1-in-8 physicians are refusing Medicare patients all together. Furthermore, the Affordable Care Act created the Independent Payment Advisory Board to control Medicare cost. This would place 15 bureaucrats, appointed by the president, in a position to control the future of Medicare and is another example of the Federal Government forcing themselves into your health care decisions. .In a statement that was released on Thursday, Mary Johnson – Policy Analyst for The Senior Citizens League – said: "The bottom line is that Medicare Part B premiums rise several times faster than COLAs, and those premiums are now high enough to cause the net Social Security benefits of millions of people to remain flat for years at a time … This would make the fourth year in a row that this particular group has not seen a boost in their net Social Security benefits." .I know from meeting with friends and neighbors across my district that Americans are ready for the truth. Is it true they don't pay into Social Security? .Medicare first began offering beneficiaries the chance to enroll in private Medicare HMOs' in the mid 1980's. That program was absorbed and expanded under the 1997 Balanced Budget Act, creating Medicare+Choice. To cut federal spending on Medicare, the Balanced Budget Act set payments to the private plans at 5% below the fee-for-service rates of traditional Medicare. But by 1999, Medicare+Choice plans were not renewing their contracts with Medicare and there was a widespread exodus, leaving more than 2 million seniors scrambling to find other coverage. .It eliminated the Independent Payment Advisory Board (IPAB). This fifteen-member board of unelected officials was created by the Affordable Care Act in 2010 to keep Medicare spending down when it exceeded a certain level. While that level was never surpassed and no members were ever appointed to the board, TSCL felt that it could have threatened access to quality medical care for Medicare beneficiaries since it had the power to cut payments to doctors and limit networks of providers. TSCL has advocated for bipartisan legislation for years that would have eliminated the IPAB, and we were pleased that the Bipartisan Budget Act did just that. .In its June 2018 Long Term Budget Outlook, the Congressional Budget Office (CBO) projected that earnings will grow faster for higher-income people than for others over the next 30 years.
