The way in which the government measures poverty is important because eligibility for critical low–income programs such as Medicaid, food stamps, and rental subsidies is determined by income, and tied to the "official" U.S. poverty measure. Peter DeFazio (OR-4) (sponsor of the CPI-E Act) won re-election, as did Rep. Linda Sanchez (CA-38) (sponsor of the Strengthening Social Security Act), Rep. Rodney Davis (IL-13) (sponsor of the Social Security Fairness Act), and Rep. It eliminated the Independent Payment Advisory Board (IPAB). This fifteen-member board of unelected officials was created by the Affordable Care Act in 2010 to keep Medicare spending down when it exceeded a certain level. While that level was never surpassed and no members were ever appointed to the board, TSCL felt that it could have threatened access to quality medical care for Medicare beneficiaries since it had the power to cut payments to doctors and limit networks of providers. TSCL has advocated for bipartisan legislation for years that would have eliminated the IPAB, and we were pleased that the Bipartisan Budget Act did just that. .Medicare pays for a wide range of services including many preventive benefits, but routine eye care is not one of them. Medicare-eligible adults with diabetes can, however, get a dilated eye exam to check for diabetic eye disease. The patient's primary care doctor is responsible for determining how often this exam is needed. Medicare also covers an annual eye exam to check for glaucoma if the patient is diabetic or there is a family history of glaucoma. .Protecting Medicare for current beneficiaries and saving it for future generations is one of my most important responsibilities as a Member of Congress. It is no secret that demographic and economic factors will not allow us to continue the program unaltered. There are 10,000 baby boomers retiring every day, and when these programs were first enacted there were more than 40 workers for every 1 retiree.
