In fact, since 2000, the national average homeowners premium rose 154%, a rate of about 9.6% per year! .This week's announcement from SSA came as concerns from the Administration were rising about pending budget proposals before Congress. Lawmakers in the House have proposed more than 0 million less than the requested amount for administrative duties. SSA has said that if their proposal were to take effect, they would be forced to implement immediate furloughs, hiring freezes, and temporary office closures. .In addition, one new cosponsor – Rep. Zoe Lofgren (CA-19) – signed on to the Strengthening Social Security Act (H.R. 3118). The cosponsor total is now up to thirty-eight. If signed into law, the bill would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would adopt the CPI-E, resulting in more accurate COLAs; and it would lift the cap on income subject to the payroll tax. The debate over federal spending on Medicare is occurring at the same time a majority of seniors are reporting higher out-of-pocket Medicare costs, according to a new survey by The Senior Citizens League (TSCL), one of the nation's largest nonpartisan seniors groups. Retirees received no annual cost-of-living adjustment (COLA) in both 2010 and 2011, leaving them with less Social Security income to cover much higher monthly bills. About 47 percent of respondents report receiving lower Social Security payments this year, and more than 60 percent said their overall monthly expenses had increased or more. .Low-income seniors would receive assistance from Medicaid, and those with the greatest health expenses would receive additional help from the government. According to the plan's sponsors, The Congressional Health Care for Seniors Act would reduce the deficit by trillion over ten years, and it would save the average enrollee ,500 in out-of-pocket expenses each year.
