    Regarding Medicare, the budget blueprint calls for increased means testing for Parts B and D, and it would increase out-of-pocket spending for new beneficiaries by charging them co-payments for home health services, and by adding a surcharge to certain Medigap plans. TSCL fears that these added costs for beneficiaries could result in some unforeseen consequences. .The Obama administration recently proposed new regulations to deny Medicare to illegal immigrants and remove them from Medicare rolls. The Centers for Medicare and Medicaid Services (CMS) are proposing U.S. citizenship or lawful presence in the United States as a new requirement for getting Medicare. .The legislation is called a "CR" - a continuing resolution, which means the government will be funded for a short period of time and for the most part it will be at the same funding levels as in fiscal year 201The CR will last until Nov. 21 at which time one of three things must have happened. Either they will have finally passed all the funding bills needed for the rest of the fiscal year; or they will have passed another CR; or we will have another government shut-down. … Continued

    In his opening statement, Subcommittee Chairman Sam Johnson (TX-3) said: "Although Social Security now has modern hardware and modern data centers, its employees are still using software that is decades out of date. About 30 percent of these legacy systems still use COBOL code, an ancient programming language that isn't even taught in schools anymore." He explained that maintaining the outdated system is costly, it requires extra training for employees, and it is difficult to update when needed. .Members in the House have decided to offset the bill with a five-year delay of the Affordable Care Act's individual mandate. Those in the Senate have acknowledged that its chances of passing through their chamber are slim. Sen. Orrin Hatch (UT), Ranking Member of the Senate Finance Committee, said of the House's approach: "The House passes a law – they're very good at legislation – but it dies in the Senate. The Senate won't even bring it up." Meanwhile, Senate Majority Leader Harry Reid (NV) has said, "We're going to move forward in our own way." .In 1983 government economists changed the way housing costs were measured in the CPI. Housing represents almost 50% of the expenditures of people age 65 and older, and thus changes to that expenditure category tend to have a big impact. Rather than basing housing costs on some measure of home prices, after 1983 the Bureau of Labor Statistics estimated costs "based on what homeowners theoretically would pay to themselves in order to rent their own homes from themselves. Contact your local SSA and report the call – it's likely to be a scam. .Benefit reductions due to your age. — Since you were born in 1952, your age for receiving full, unreduced Social Security benefits is 6That holds true for survivors benefits, as well as for your own retirement benefit. So assuming you start benefits in December at age 64, the amount you would receive for starting benefits before your full retirement age will be reduced — almost 10%. (When you start benefits early you get less but you theoretically receive them over a longer period of time.) But that's not the only reduction. .TSCL recently sent a letter to every office in Congress calling for enactment of legislation that would provide an emergency COLA, would prevent an anticipated Medicare Part B premium and deductible spike of more than 22%, as well as legislation that would result in a more fair and accurate COLA using the CPI-E in the future. .In addition to funding the government, the 2,000-page deal will renew health benefits for 9/11 responders, lift a ban on the exportation of crude oil that has been around for nearly fifty years, and delay two Obamacare taxes for two additional years – one tax on medical devices and one tax on high-cost "Cadillac" healthcare plans. As a part of the deal, leaders in Congress also agreed to make permanent a number of tax breaks that have been subject to frequent renewals for decades. .When he issued the orders President Trump gave the drug industry until Aug. 24 to find a suitable alternative to one of his drug pricing plans. He also announced that he would be meeting with drug company executives last Tuesday to begin discussions about a different plan. .The news came from preliminary findings from Oxford University, a co-developer of the vaccine. The research could also bring scientists closer to an answer to one of the big questions about the vaccination drive: Will the vaccines curb the spread of the coronavirus? .But last Monday the drug company executives announced they would not be going to the White House meeting. A spokesman for PhRMA, the giant lobbying group for many of the biggest drug manufacturers, said the White House talks were a distraction. .TSCL Estimates 2019 Social Security COLA .The legislative proposal also does not specify whether the locality pay adjustment would be applied in addition to the COLA or used instead of a COLA. If the intention is to add a second adjustment in addition to the COLA my guess is that many retirees would welcome the additional boost. Should the proposal be intended to replace the COLA that brings a higher level of uncertainty to the annual adjustments than we already experience. For people who live in areas where private sector pay is on an even level with federal pay or lower, those retirees may wind up with little or no locality pay adjustment, perhaps over the course of many years.
