Since 2009, COLAs have been at record lows, averaging just 1.4% — less than half the more typical 3% that COLAs averaged in the prior decade. According to the TSCL analysis, over the last seven years, average Social Security benefits will be about 3 a month lower in 2016 than if inflation had been the more normal levels of about 3%. For example, had a married couple — retired since 2009 and receiving about ,330 per month received a more typical 3% COLA — their total Social Security income would be about ,700 more than it has actually been since 20009. .TSCL will be watching closely for the expected executive orders and we will report on them in our legislative update that follows the release of the orders. .Currently, when hold harmless is triggered on a nationwide scale there is no provision of law to finance the unpaid portion of Medicare Part B premium increases. Instead, the entire burden of Part B costs is spread over a much smaller number of individuals, which is the 30 percent of Medicare Part B enrollees who are not protected by the hold harmless provision. This has led to significant spikes in Medicare Part B premiums during the hold harmless years, and in 2018 when a COLA finally became payable, to steep jumps in premiums for those whose Medicare Part B premiums were held lower in 2016 and 2017. .This claim, as you probably suspect, is hogwash. The CPI currently used to calculate the COLA underpays, not overpays retirees because it is based on the spending patterns of younger working adults. Yet younger workers spend less than half the amount on healthcare costs than people over the age of 65 do. Retirees also spend a bigger share of their income on housing. .Leading GOP plans impose broad spending reductions, would overhaul Medicare and cut Medicaid, while President Obama and Democrats are insisting tax increases are required, particularly on people with higher incomes over 0,000. Respondents to TSCL's Seniors Survey also tended to be more divided when asked whether they "strongly agreed" that the budget deficit should be reduced by cutting discretionary spending, or by closing tax loop holes and small revenue increases. However, when those in the middle, who "agree somewhat," are counted, a majority, 74%, agree that the budget deficit should be reduced by a fair balance of both discretionary spending cuts and modest revenue increases. .Proxy voting allows a member of the House to give to another member the right to cast a vote on his or her behalf. The member authorizing the proxy will stipulate how the vote should be cast and the member casting the proxy vote is required to abide by the wishes of the member granting the proxy. .Older Americans have lost more than 22% of their purchasing power since 2000, and this year Social Security beneficiaries received no COLA despite a national survey indicating a majority reported higher costs.
