    Social Security Administration data indicate that, since 2000, the ESF grew at an unprecedented pace. According to TSCL's new report since 2000, the SSA has received, on average, 8.8 million suspicious wage reports annually. Cumulative wages in the ESF since 1980 now total more than .2 trillion, unadjusted for inflation. Wages are of importance because Social Security benefits are based on an individual's earnings record, not the taxes paid in. .TSCL recently released an analysis of the proposal that estimates the chained CPI would cut the growth in average benefits of ,100 today by ,634 over the course of a 25-year retirement, and that assumes that the economy becomes more stable soon. The reductions in COLA growth compound over time, and are the deepest when seniors are the oldest and sickest. By the time seniors are in their late 80s or 90s, when they are most likely to have chronic health problems, monthly benefits would be about 5 lower using the chained CPI. ."The need for an Emergency COLA has never been greater," says Benton.     Congress is considering comprehensive immigration reform that would provide work authorization and with it, valid Social Security numbers, to an estimated 12 million immigrants working in this country illegally.(3) In 2004 Congress passed the Social Security Protection Act (P.L. 108-203) requiring immigrants to have work authorization at the time a SSN is assigned or at some later time, in order to become entitled under Social Security. (4) .The Social Security Administration maintains an "earnings suspense file" which tracks wages sent in by employers, for earnings that cannot be posted to individual workers' records because there is no match for the name and Social Security number. The Congressional Research Service reports that wages represented in the earnings suspense file currently amount to approximately 0 billion.
