But there was some hopeful news last week that we want to pass along. .This week, three new cosponsors – Reps. Bradley Schneider (IL-10), Matt Cartwright (PA-27), and Andre Carson (IN-7) – signed on to Rep. Peter DeFazio's (OR-4) Consumer Price Index for Elderly Consumers (CPI-E) Act (H.R. 1030). The cosponsor total is now up to eighteen. If signed into law, Rep. DeFazio's bill would base the Social Security cost-of-living adjustment (COLA) upon the spending patterns of seniors. Currently, it's based upon the way young, urban workers spend their money – a method that underestimates the spending inflation that seniors experience each year. .The information you do get can seem contradictory. The one piece of advice almost all retirement advisors do agree on is this — starting Social Security at 62 is a bad idea unless you are terminally ill with only a few more years to live. Your benefits will be permanently reduced up to 30% depending on your full retirement age, and if you are working, your benefits could be reduced due to earnings restriction rules. .Now there is a lobbying effort to make sure enough money is provided for those programs because without sufficient funding states could choose not to take the money and leave their Medicaid programs running as is. .The annual Medicare Advantage Open Enrollment period starts January 1 –March 3During this time, you will be allowed to switch to another MA plan or return to Medicare and a stand alone plan. However, if you give up your MA plan in favor of returning to original Medicare, that does not necessarily mean you would be able to buy a Medigap supplement. Medicare supplement insurers are not required by law to cover pre-existing conditions, other than during certain periods (when you first sign up for Part B or if you qualify for a Special Enrollment Period.) .At a recent hearing from the House Ways and Means Health Subcommittee, experts in the MA field warned that their plans will not be able to absorb the looming cuts, and they will likely have to trim benefits or increase out-of-pocket costs as they are phased in over the next decade. Unlike other types of insurance, Medicare Part D has no annual out-of-pocket maximum.
