Social Security Reform – Work for solutions that extend the Trust Fund's solvency and strengthen the program without enacting harmful cuts. .This week, The Senior Citizens League was pleased to see support grow for two key bills that would strengthen the Social Security program. .The exact mechanisms for enacting the provisions therein — such as requiring manufacturers to reveal their development costs — remain unclear. The industry has previously protected development data as a trade secret. The bills would also require "reasonable pricing clauses" be included in agreements between drug companies and agencies funding their work. They propose waiving exclusive licenses for COVID-19 drugs, allowing competitors to sell the same products as long as they pay the patent holder royalties. … Continued

Legislative Update For Week Ending May 13 2016
Specialty-tier drugs are defined by Medicare, as those that cost more than 0 per month in 2019, and include drugs used to treat cancer, hepatitis C, multiple sclerosis (MS), and rheumatoid arthritis. Even when Part D enrollees reach the Medicare Part D catastrophic coverage phase, when co-insurance drops to 5%, beneficiaries who take these drugs can continue to face thousands of dollars in annual out-of-pocket costs, according to the Kaiser study. The study found that annual out-of-pocket costs for specialty drugs in 2019 are expected to average ,994 across the 28 specialty-tier drugs that are covered by drug plans. .TSCL feels strongly that Social Security beneficiaries are entitled to transparency and honesty from the federal government, and we believe that Congressman Jones's H.R. 3500 would go a long way in ensuring that. We enthusiastically support the Honesty in CPI Reporting Act, and we look forward to working with Congressman Jones in the coming months to help build support for it. .Both chambers of Congress adjourned for the President's Day Holiday this week and are expected to return to Capitol Hill on Monday, February 25th. Meanwhile, Alan Simpson and Erskine Bowles, former co-chairs of the National Commission on Fiscal Responsibility and Reform, released a new proposal that would avert the looming sequester and trim .4 trillion from the deficit. In addition, two Members of Congress re-introduced a critical bill that would extend the solvency of the Social Security Trust Fund without cutting benefits. … Continued
However, taking this action would cause at least two difficulties for the President. Signing legislation to reduce Medicare spending on the drugs would generate official budget savings that Congress could have applied to other health-care legislation -- bills to expand insurance coverage or reduce other drug spending, for example. Executive action taken before a bill's passage would remove a key bargaining chip, and likely reduce the scope of a health-care bill expected in the coming months. .It came in the mid-1950s, before health insurance for outpatient care was common, before new drugs were protected by multiple patents, and before medical research was regarded as a way to become rich. It was not patented because it was not considered patentable under the standards at the time. .Immigration reform that provides work authorization, and a pending Social Security Totalization Agreement with Mexico, could mean that a very substantial amount of earnings in the ESF file would be reinstated in the future. Because earnings are used to determine both the number of quarters of coverage worked for insured status, and is used to calculate the initial benefit, this poses a substantial liability to the Social Security Trust Fund worsening its solvency. .How Should Congress Strengthen Social Security and Medicare? .TSCL strongly believes that the current formula breeds uncertainty within the Medicare program. Some doctors have stopped accepting Medicare patients due to the steep pay cuts that the formula regularly calls for, and many more are threatening to do so if a permanent solution is not established soon. Rep. Schwartz's bill would do just that, bringing much-needed stability to the program for both doctors and seniors. TSCL enthusiastically supports H.R. 574, and we were pleased to see support grow for it this week. .Likewise, AstraZeneca, a top competitor, has received a BARDA promise of up to .2 billion for commercializing a product derived from research at the University of Oxford. .To be eligible for the Making Work Pay Tax Credit, individuals must have earned income from a job, be within income limits that apply to the credit, and have a valid Social Security number. Although the money was advanced in higher pay (and pension checks), taxpayers must figure the credit on Schedule M and attach it to a Form 1040 or 1040A in order to claim it. Taxpayers filing a 1040 EZ may figure the credit on the worksheet attached to the return. .The credit will include children who turn age 17 or who are under that age in 2021. .The basic science that has allowed the small company to move so rapidly was developed with a huge prior infusion of federal money to come up with a treatment for diseases like Zika.
