The House-Senate conference committee reached a deal this week to extend the payroll tax break and unemployment benefits, and prevent a 27% pay cut to Medicare physicians. The agreement came after months of debate and only after Republicans dropped their requirement that the payroll tax extension be offset by spending cuts. .It's not what the government tracks that causes your Social Security cost-of-living adjustments (COLAs) to grow so slowly. It's what the government isn't tracking that's keeping your COLAs so low. It may surprise you, as it did us at TSCL, to recently learn that COLAs are calculated using methodology that doesn't directly measure what you pay out-of-pocket for health insurance premiums. Add to that the fact that the consumer price index (CPI) the government uses to calculate COLAs (CPI-W) represents the spending habits of younger urban wage earners and clerical workers — or the spending habits of only 29% of the U.S. population. That's certainly not going to reflect the inflation experienced by most Social Security recipients. .Each year, due to a faulty formula that's used to determine Medicare's reimbursement rates, doctors are threatened with sizable pay cuts. This year, if Congress fails to act, doctors will face a 25 percent cut. Lawmakers consistently override scheduled pay cuts with temporary "fixes," but many doctors have grown tired of the ritual and have stopped treating Medicare patients. The estimated cost of repealing the formula has recently dropped dramatically, and many are hoping to replace it in the coming months. Doing so would provide much-needed stability for Medicare beneficiaries. .We want to reiterate here that TSCL is a non-partisan organization and we work with any member of Congress and both political parties when they support legislation that we believe is in the best interest of America's seniors. .Last - don't let all the political spin about Social Security scare you. The program is not going broke. Social Security does face a long-term financial challenge. Even when the Social Security Trust Fund becomes exhausted there would still be sufficient assets from payroll taxes to pay about 75 percent of promised benefits. Although that isn't a fair or acceptable outcome — a far more likely one — Congress will take action to correct the imbalance. .Sens.
